With a quorum of the Council Members present, the Called Special Meeting
of the Allen City Council was called to order by Mayor Farmer at 6:07 p.m. on
Thursday, December 14, 1989, in the Conference Room of the Allen Municipal
Annex, One Butler Circle, Allen, Texas
Public Hearing on the Submission of an
Application to the Texas Department of
Commerce for Texas Capital Fund, on
Behalf of Paye, Inc. (Agenda Item II)
Mayor Farmer read the request into the record as follows.
"Public hearing on the submission of an application to the Texas
Department of Commerce for Texas Capital Fund on behalf of Paycom,
Inc."
Mayor Farmer opened the public hearing and asked for anyone speaking
either for or against the request to do so at this time.
With no one speaking either for or against the request, Mayor Farmer closed
the public hearing
There was no action taken on this item.

Consider Resolution Supporting the Submission
and Application for Texas Capital Fund
Assistance for Paycom, Inc.
Resolution No. 961-12-89(R) A Resolu-
tion of the City Council of the City of
Allen, Collin County, Texas, Authorizing
an Application to the Texas Department of
Commerce for Funds Under the Texas
Capital Fund on Behalf of Paycom, Inc. (Agenda Item III)
City Manager, Jon McCarty, gave a brief background on the resubmission
process to the Texas Department of Commerce which entails new guidelines. He
discussed the financing aspects of the resubmission and the requirements of both
the City and Paycom, Inc.
Discussion was held regarding the basis by which Paycom, Inc. was denied
the previous application and the changes that have been made to remedy these
same points of denial. Job requirements under the resubmission were addressed.
MOTION: Upon a motion made by Mayor Pro Tem Wilson and seconded by
Councilman Glass, the Council voted six (6) for and none (0) opposed
to adopt Resolution No. 961-12-89 as previously captioned. The
motion carried.
Declare Excess/Salvage Property and
Authorize Dis 'tion of that Property that�� (Agenda Item IV)
City Manager, Jon McCarty, informed the Council of items currently in
storage at the Old Middle School facility, the old Library Building and the Jupiter
Compound which staff considers surplus property Staff does not foresee any
benefit for keeping these items and could be added to the City auction which has
already been published for December 21, 1989

MOTION Upon a motion made by Councilman Glass and seconded by Councilman
Edstrom, the Council voted six (6) for and none (0) opposed to
declare the above list as surplus property to be placed in the City of
Allen auction for sale and if not sold to be disposed of at the sanitary
landfill, according to staff recommendation. The motion carried.
Item of Interest to the Council
(Agenda Item V)
Discussion was held regarding an invitation by the Schwinn Bike Shop for
the City of Allen to participate in a bike ride to be held May 19 The Symphony
10K run would be held in conjunction with this ride. Staff will proceed with
preliminary arrangements to cooperate with this event.
Adjourn (Agenda Item VI)
MOTION: Upon a motion made by Councilman Glass and seconded by Councilman
Edstrom, the Council voted six (6) for and none (0) opposed to
adjourn the regular session of the Allen City Council at 6.37 p.m., on
Thursday, December 14, 1989 The motion carried.
