Call to Order and Announce a Quorum is Present (Agenda Item I)
With a quorum of the Council Members present, the called - special session
of the Allen City Council was called to order by Mayor Farmer at 7:04 p.m. on
Thursday, May 10, 1990, in the Council Chambers of the Allen Municipal Annex,
One Butler Circle, Allen, Texas.
Canvass of Election Returns for the
May 5, 1990 City Council Election
(Agenda Item II)
City Secretary Judy Morrison reviewed for the City Council the election
returns for the City Council Election held on Saturday, May 5, 1990. Mrs.
Morrison advised the Council that the handout materials included a record of ballot
distribution, a tabulation of voters at specific times during election day, and a
summary of the precinct returns verifying the following results:

Consideration of a Resolution Declaring Results
of the May 5, 1990 City Council Election (Agenda Item III)
Resolution No. 981-5-90(R): A Resolution
of the City Council of the City of Allen,
Collin County, Texas, Declaring the
Results of the General Election of the
Allen City Council Held on May 5, 1990
Mayor Farmer advised the Council that the proposed resolution showed the total
cumulative votes cast in the election, being 809, with the following individuals
being declared to receive the highest number of votes and being declared as the
official elected Council Members:
Joe Farmer - Mayor's Place
Mickey Christakos - Place No. 2
Jim Wolfe - Place No. 4
Gary Edstrom - Place No. 6

Consideration of a Resolution Declaring Results
of the May 5, 1990 City Council Election (Conttd) (Agenda Item III)
MOTION: Upon a motion made by Councilman Fyke and seconded by Councilman
Wolfe, the Council voted six (6) for and none (0) opposed to approve
and adopt Resolution No. 981-5-89(R), as previously captioned. The
motion carried.
Administration of Oaths -of -Office by City Secretary (Agenda Item 1V)
City Secretary Judy Morrison administered the Statement of Officers and the
oaths -of -office to the re-elected Mayor in the Mayor's Place, Joe Farmer, to the
newly elected Councilwoman in Place No. 2, Mickey Christakos, to the re-elected
Councilman in Place No. 4, Jim Wolfe, and to the re-elected Councilman in Place
No. 6, Gary Edstrom.
Presentation of Certificates of Election by Mayor (Agenda Item V)
City Secretary Judy Morrison presented a Certificate of Election to Mayor
Joe Farmer and offered congratulations on his re-election. Mayor Farmer
presented the Certificates of Election to Councilwoman Mickey Christakos,
Councilman Jim Wolfe, and Councilman Gary Edstrom and offered congratulations
to those individuals.
At this time, Councilwoman Mickey Christakos took her place on the Council
Bench.
Mayor Farmer extended a warm welcome to new member Mickey Christakos,
and indicated there is much to do to better the community of Allen
Election of a Mayor Pro Tem (Agenda Item VI)
Mayor Farmer advised that since the Charter does not indicate when the
Mayor Pro Tem should be elected, it has been customary to elect the Mayor Pro
Tem at this special called meeting of the canvass of election returns.
Mayor Farmer opened the floor for nominations of Mayor Pro Tem.
Councilman Womack nominated Jim Wolfe as Mayor Pro Tem.
MOTION: Upon a motion made by Councilman Glass and seconded by Councilman
Fyke the Council voted six (6) for, none (0) opposed and one (1)
abstention, with Jim Wolfe abstaining, that nominations cease and that
Jim Wolfe be elected as the Mayor Pro Tem by acclamation. The motion
carried.
Items of Interest to the Council (Agenda Item VII)
There were no items of interest to the Council.

Adjou (Agenda Item VIII)
MOTION: Upon a motion made by Councilman Edstrom and seconded by Mayor
Pro Tem Wolfe, the Council voted seven (7) for and none (0) opposed
to adjourn the called special session of the Allen City Council at 7:22
p.m., on Thursday, May 10, 1990. The motion carried.
These minutes approved on the 17th day of May, 1990.
