Freeport Amendment
(Agenda Item III)
Jon McCarty, City Manager, discussed the background regarding the Freeport
Amendment. Recent communications have taken place with officials from Matra (Intecom) .
It is the desire of Matra leadership to insure that Matra becomes a financially stable
company within three years. Avenues being explored at the present time include
discussions with the Central Appraisal District regarding tax assessment, the Freeport
Amendment and how it may relate to them, and the leasing of a portion of their building.
Matra officials discussed the future of their company and what may be in store for the City
of Allen as a result.
The Council reviewed various scenarios surrounding the Freeport Amendment issue
and the needs of several companies in the Allen area. Council will not only consider the
Freeport Amendment as an immediate issue, but also a long term issue and the effect it will
have on the City for years to come. Another item to consider is the voter response in the
City of Allen for the Freeport Amendment in 1989.
The Mayor, City Manager and Mayor Pro Tem will attempt to meet with officials from
the school district to discuss the options surrounding this issue. If there is no specific
action to be taken at the Council meeting Thursday evening, the item will remain on the
