WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Council Members present, the workshop session of the Allen
City Council was called to order by Mayor Farmer at 6:45 p.m. on Thursday, April 18,
1991, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen,
Texas.
Discussion of Consent Agenda
and Regular Agenda Items
(Agenda Item II)
Mayor Farmer began the review of the Consent Agenda items. Discussion was held
regarding setting the date of a Public Hearing on Planned Development No. 13. There may
be some residential confusion regarding this particular item. If residents attend the
meeting and expect to speak, this item may be pulled off the Consent Agenda and will be
acted upon as a separate item. There was no further discussion on Consent Agenda items.
Mayor Farmer reviewed Agenda Item VI, Citizens' Comments. A resident has
contacted several of the Council members regarding the use of an existing building at the
Special Use Facility. She may be present tonight to speak under Citizens' Comments.
Mayor Farmer reviewed Agenda Item VII, Items Related to Spring Planning Session.
Several formats of the Mission Statement will be distributed to the Council and discussed
during the regular session. Each format is comprised of the Mission Statement, as

discussed during the Spring Planning Session, but each format is set up in its own
particular manner. Discussion was held regarding Section 2 of the Resolution. Council was
uncomfortable with adopting a resolution that would reflect solutions to the priority issues
determined at the Spring Planning Session, attached to the resolution as Exhibit B and
therefore, reflecting those solutions in the 1991-92 budget. Through a consensus of
opinion, all references to the priority issues will be removed from the resolution prior to
adoption. Council was informed as to the process Staff has taken, up to this point,
regarding the issues, goals and objectives.
With no further discussion on the agenda, the workshop session of the Allen City
Council was adjourned at 7:30 p.m. on Thursday, April 18, 1991.

With a quorum of the Council Members present, the regular session of the Allen City
Council was called to order by Mayor Farmer at 7:34 p. m. on Thursday, April 18, 1991, in
the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas.

MOTION: Upon a motion made by Councilman Fyke and seconded by Mayor Pro Tem
Womack, the Council voted seven (7) for and none (0) opposed to approve and
adopt all items on the Consent Agenda as recommended and as follows:
A. Approval of City Council Minutes of April 4, 1991 - Regular Session.
Approval of City Council Minutes of April 5-6, 1991 - Spring Planning
Session Workshop.

Citizens' Comments
(Agenda Item VI)
Bobby Glass expressed his appreciation to all of City Staff for their hard work and
effort in order to inform the Council on each issue brought before the City Council. He
also expressed his thanks to the whole Council organization for the time and effort spent
at meetings and at home working in order to make the City of Allen a better place to live.
He applauded the Mayor for the amount of effort and time he spends outside the actual
meetings and complimented his wife and family for their understanding as well. Mayor
Farmer complimented Bobby Glass, Councilman, for his service to the City, which includes
a total of nine years on Planning and Zoning and the City Council.
Rex Womack complimented Jimmy Knipp, a volunteer fire fighter and a City of Allen
Employee, for his assistance during a recent tornado that Rex's daughter was involved in.
Mayor Farmer discussed the public meeting appearance card, which will soon be
adopted for use during the Citizens' Comments section and other public comment sections
of the Agenda.
Items Related to Spring Planning Session:
Adopt Mission Statement and Priority Issues (Agenda Item VII -A)
Michael Stanger, Assistant to the City Manager, distributed three formats of the
Mission Statement for the City of Allen. The Council decided the Mission Statement without
the use of the term "Corporate City of Allen" will be used. It was read into the record as
follows:
Our Mission is to achieve excellence in managing development of the community
and in providing city services, so that conditions of living and public
confidence are continually enhanced.

Resolution No. 1031-4-91(R): AResolution of
the City Council of the City of Allen, Collin
County, Texas, Declaring Adoption of a
Mission Statement for the City Organization.
MOTION: Upon a motion made by Mayor Pro Tem Womack and seconded by Councilman
Glass, the Council voted seven (7) for and none (0) opposed to adopt
Resolution No. 1031-4-91(R), as previously captioned, declaring a Mission
Statement for the city organization. The motion carried.
Set Date for Goals and Objectives Workshop
(Agenda Item VII -B)
Staff has begun the process of developing goals and objectives to resolve the priortiy
issues identified at the Spring Planning Session. A Special Called Workshop to review
these goals and objectives was set for May 1, 1991, beginning at 7:00 p.m. in the Library
meeting room.
Review Boards and Commission Appointment Calendar
for Regular Sprint[ Appointments (Agenda Item VIII)
City Secretary, Judy Morrison, reviewed the appointment schedule for vacancies on
the Planning and Zoning Commission, the Library Board and one vacancy on the Parks and
Recreation Board. Bordered ads will run in the Allen American May 5, 12 and 19. The last
day to accept data sheets is May 29. A reception for candidates prior to the Council
meeting will be held on June 6. Interviews will be held during the week of June 10 and
regular appointments will be made June 21.

The City of Allen is watching several bills at the State Legislature at the present
time. One of which deals with the sale of alcohol in a restaurant establishment. This
particular bill will be reviewed by the City of Allen.
Other Business:
Calendar
(Agenda Item X -A)
A Special Workshop will be held at the Library at 7:00 p.m., May 1.
Committee Reports (Agenda Item X -B)
• Finance/Administration:
A meeting was held April 10 regarding the cable TV company in Allen. Items
discussed were the fiber optic system available to the City, customer service, fee
structure, a dedicated channel for the City, cable plans throughout the entire City, and
a change of image. The franchise for the cable company in Allen will be expiring in 1995.
A meeting was also held with the tax office. The computerization in the tax office is
continuing very well, deposits are made on a timely basis, the purchase of hardware and
software will be an issue to be discussed in the near future. Single tax statements will also
be considered.
• Services Committee:
None.
• Development Committee:
A special meeting was held regarding the Special Use Facility and the development for
Phase I. Special items of interest regarding the development of Phase I include parking,
the excavation of lakes and the demolition of structures already on the property. Also
discussed at that meeting was the Allen Civic Plaza. Sasaki presented further detail on the
Allen Civic Plaza. Certain monies have been donated in order to continue the development
of the Plaza. However, more money is needed to complete it in the manner in which we
would like.
Items of Interest (Agenda Item X-C)
A basketball game between the City of Allen and the high school coaches will be held
May 23, as a special fundraiser for the Allen Chamber of Commerce.

In accordance with Article 6252-17, V.A. T. C. S. (Open Meetings Law), Section 2(g),
the Allen City Council convened into Executive Session at 8:40 p.m. in the Conference
Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order to discuss
matters pertaining to vacancies on Boards and Commission.
The Executive Session was adjourned at 10:42 p.m.
Reconvene (Agenda Item XII)
The Allen City Council reconvened into regular session at 10:42 p.m. on Thursday,
April 18, 1991, in the Council Chambers of the Allen Municipal Annex.
Councilman Fyke placed the following names as a slate of nominations for specific

MOTION: Upon a motion made by Mayor Pro Tem Womack and seconded by Councilman
Glass, the Council voted seven (7) for and none (0) opposed that the

appointed by acclamation to the designated places on the Planning and Zoning
Commission, Parks and Recreation Board and the Sign Control Board. The
motion carried.
Adjourn

MOTION: Upon a motion made by Councilwoman Christakos and seconded by Councilman
Fyke, the Council voted seven (7) for and none (0) opposed to adjourn the
regular session of the Allen City Council at 10:45 p.m., on Thursday, April
18, 1991. The motion carried.
