WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Councilmembers present, the workshop session of the Allen City
Council was called to order by Mayor Farmer at 6:50 p.m. on Thursday, August 15, 1991,
in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Discussion of Consent Agenda
and Regular Agenda Items (Agenda Item II)
Mayor Farmer began the review of the Consent Agenda items. Discussion was held
regarding the public hearing to remove the specific use permit on restaurant/private club
from 604 N. Federal. A church will be occupying this space and therefore, the specific use
permit will need to be rescinded.
Linda Engle, Tax Assessor -Collector for the City of Allen and the AISD, was present
to answer questions regarding the ordinance certifying and approving the 1991 Appraisal
Roll and the resolution approving certification of the anticipated tax collection rates for
1991-92. She discussed with the Council certain requirements set out in Section 2604 of the
State Property Tax Code. Ms. Engle also answered questions regarding the regular tax
report. This report will be reviewed by the Finance/Administration Committee in an effort
to clarify it for the Council.
Mayor Farmer reviewed Agenda Item VI, Citizen's Comments. No one was aware of
any citizens that would be present to speak before the Council.

Mayor Farmer reviewed Agenda Item V II, Present Plaque -of -Appreciation to Outgoing
Member of Parks and Recreation Board. Judy Morrison, City Secretary, indicated that
Richard Saunders would be present for the meeting to receive his plaque -of -appreciation.
Mayor Farmer reviewed Agenda Item VIII, Legislative Update. Michael Stanger will
present a legislative update to the Council during the regular meeting.
Mayor Farmer reviewed Agenda Item IX, Other Business. A workshop will be
scheduled immediately after the public hearing on the budget on August 22. This meeting
will be held in the Library, if available, and will cover the 1/2 cent sales tax information.
The Services Subcommittee distributed information for Council review regarding the
1/2 cent sales tax to support business development and information that other cities have
used in their attempt to pass this 1/2 cent sales tax. The Services Subcommittee will be
discussing the agenda prior to its posting so that this item may be reviewed in a very
organized fashion.
With no further discussion on the agenda, the workshop session of the Allen City
Council was adjourned at 7:30 p.m. on Thursday, August 15, 1991.

With a quorum of the Councilmembers present, the regular session of the Allen City
Council was called to order by Mayor Farmer at 7:38 p.m. on Thursday, August 15, 1991,
in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas.

MOTION: Upon a motion made by Councilmember Edstrom and seconded by
Councilmember Christakos, the Council voted six (6) for and none (0) opposed
to approve and adopt all items on the Consent Agenda as recommended and as
follows:

H. Approve the Certification Declaring that There Were no Excess Debt
Services Taxes Collected in the 1990-91 Tax Year.

Present Plaque -of -Appreciation to Outgnino
Member of Parks and Recreation Board (Agenda Item VII)
Mayor Farmer presented a plaque -of -appreciation to Richard Saunders, Parks and
Recreation Board, June 1965 - June 1991, and extended the gratitude of the Council for his
service in this capacity. Mr. Saunders graciously accepted the plaque -of -appreciation and
indicated that it was a pleasure to serve in this capacity. He has seen Allen grow
throughout the years and feels it is an excellent place to serve the community.
Legislative Update (Agenda Item VIII)
Michael Stanger, Assistant to the City Manager, provided a legislative update to the
Council. During the first special session the legislature passed the Budget and the Tax
and Fee Bill. Certain items that will affect municipalities in the area include:
• One cent cigarette tax no longer devoted to park fund.
• Bank franchise tax will be cut by the state.
• Contractor exemptions have been cut.
The second special session may include the following items of interest to
municipalities:
• Food and beverage ratios as delineated by municipalities.
• Raise competitive bidding to $15,000 rather than $5,000.
• Congressional redistricting.
• Prison overcrowding.
Discussion was held regarding the affect that these items may have on the City of
Allen.

Solid waste contract is being researched and extended emergency services to
Fairview will be discussed.
Economic Development Subcommittee
Workshop has been scheduled to discuss the 1/2 cent sales tax.

Communications plan has been developed and will be distributed during the Executive
Session.

There will be a Lone Star Gas groundbreaking to be attended by certain city
officials.
Executive Session
(Agenda Item X)
In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law), Section2(g),
the Allen City Council convened into Executive Session at 8:10 p.m. in the Conference
Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order to discuss
matters pertaining to council appointed personnel.
The Executive Session was adjourned at 10:15 p.m.
Reconvene (Agenda Item XI)
The Allen City -Council reconvened into regular session at 10:15 p.m. on Thursday,
August 15, 1991, in the Council Chambers of the Allen Municipal Annex. There was no
action taken on items during the Executive Session.
