SPECIAL WORKSHOP SESSION - 7:00 P.M.
With a quorum of the Councilmembers present, the workshop session of the Allen City
Council was called to order by Mayor Farmer at 7:10 p.m. on Thursday, August 29, 1991,
in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Mayor Farmer discussed the overall plan for the Citizen Information/Interaction Program.
Workshop on Economic Development Pundin& (Agenda Item II)
Subsequent to the previous workshop on Economic Development Funding, several
issues need to be addressed and clarified. Mayor Farmer reviewed the letter developed to
be sent to all of the citizens in the City of Allen. He also reviewed the program outlining
the CIIP meetings and the "feed -back" form. After the citizen information/interaction
sessions, Council will digest what has taken place and make some decisions at that point.
Decisions cannot be made prior to the meetings as to the path Council will pursue.
It is important that Council be united on this issue in order to present the
information to the community. Mayor Farmer and the Council discussed the make-up of the
board which will be developed and who would serve two-year staggered terms. Initially it
was suggested that we have the following individuals: city councilmember, chamber board
of directors member, AISD board of trustees member, industry representative and citizen -
at -large or lending institution representative. There was, however, discussion regarding
the make-up of this board and need for further review prior to its actual appointment.

Discussion was held regarding specific wording on the letter and specific wording
on the feed -back interaction form. It was felt that during the interaction session Council
would receive citizen input as to their true feelings on this topic. The breakdown of the
groups will include a resource person and a scribe. If after these first set of meetings,
Council feels through input from the community that they are not ready for this one-half
cent sales tax, it will not necessarily be rejected completely. It may only be postponed for
a future date.
Public administration journals imply that cities need to use citizen participation,
consensus building and project leaders that listen in order to fulfill the needs of the
citizens and their community. It was felt that the Chamber needed to have confidence in
what the Council is doing. Once the plan is set forth, then the Chamber will get behind
the Council with their full support.
There are still many issues to be resolved, such as, what are we going to do with the
money received. We may need to show how this particular action will help Mr. Joe Citizen.
We also need to show how it will be helpful to the businesses in the city and the future
growth.
Discussion was held regarding times and dates of the session. It was agreed that the
first session which was to begin on September 9 will be moved to the end of the session.
Roundtree Elementary School will now be on Wednesday, September 11, and Story
1 Elementary School will be used for Monday, September 23. Assignments were made as

MOTION: Upon a motion made by Councilmember Bishop and seconded by Councilmember
Christakos, the Council voted seven (7) for and none (0) opposed to adjourn
the regular session of the Allen City Council at 9:50 p.m., on Thursday,
September 29, 1991. The motion carried.
These minutes approved on the 19th of September, 1991.
