WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Councilmembers present, the workshop session of the Allen City
Council was called to order by Mayor Farmer at 6:58 p. m. on Thursday, December 19, 1991,
in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Discussion of Consent Agenda
and Regular Agenda Items
(Agenda Item II)
Mayor Farmer began the review of the Consent Agenda items. There was no
discussion on this item.
Mayor Farmer reviewed Agenda Item V, Citizen's Comments. It was indicated there
may be individuals to speak under this item this evening.
Mayor Farmer reviewed Agenda Item VI, Present Plaque -of -Appreciation to Todd
Renshaw, Allen Substance Abuse Prevention Steering Committee. Judy Morrison, City
Secretary, indicated she had been in contact with Mr. Renshaw. He was uncertain whether
he would be able to attend the meeting or not.
Mayor Farmer reviewed Agenda Item VII, Presentation of Employee Tenure Pins and
Certificates of Appreciation. City Manager Jon McCarty indicated certain individuals would
not be available for tonight's presentation.

Mayor Farmer reviewed Agenda Item VIII, Tabled Item: Approve the Substance
Abuse Prevention Office Yearly Work Plan. Discussion was held regarding this work
program. Council agreed it was an achievement for the committee to present a work plan
for the Substance Abuse Prevention office. There are other details to be worked out either
this year or prior to next year's program. Further consideration will be given to the
D -FY -It program in the future but this will not be included with this year's work plan.
Mayor Farmer reviewed Agenda Item IX, Consider Request to Withdraw an
Annexation Request. According to Don Crowder's interpretation regarding the request by
the land owner that this annexation be withdrawn, if the City Council were interested in
annexing this piece of property it would need to be treated as a new issue and a new
calendar of events would need to be followed. The Council will acknowledge the request
of Robert J. Johnson, Jr. that this annexation be withdrawn at this particular time.
In accordance with Article 6252-17, V.A.T. C. S. (Open Meetings Law), Sections 2
(e) and 2 (f), the Allen City Council convened into Executive Session at 7:11 p.m. in the
Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order
to discuss matters pertaining to (1) Review of Litigation Resulting from Unpaid Ad Valorem
Taxes and (2) Consider Donation of Park Property. The City Council recessed the
Executive Session at 7:34 p.m.
With no further discussion on the agenda, the workshop session of the Allen City
Council was adjourned at 7:34 p.m. on Thursday, December 19, 1991.
REGULAR SESSION - 7:30 P.M.
With a quorum of the Councilmembers present, the regular session of the Allen City
Council was called to order by Mayor Farmer at 7:42 p.m. on Thursday, December 19, 1991,
in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
CONSENT AGENDA (Agenda Item IV)
MOTION: Upon a motion made by Councilmember Christakos and seconded by
Councilmember Bishop, the Council voted seven (7) for and none (0) opposed
to approve and adopt all items on the Consent Agenda as recommended and as
follows:
A. Approval of Minutes of December 2, 1991 Special Called Joint Workshop
Regarding Development Impact Fees.
B. Approval of Minutes of December 5, 1991 Regular Meeting.
C. Authorize city staff to pay bills associated with the 1985 Capital
Improvement Program as follows:

Citizen's Comments
(Agenda Item V)
John L. Cahill, Jr., 633 Valley View Drive, Allen, Texas 75002, spoke before the
Council. He spoke in opposition to the action Council took recently authorizing an election
for the purposes of a 1/2 cent sales tax for economic development.
Judy Gay, 729 Finch Street, McKinney, Texas 75069, spoke before the Council. Ms.
Gay encouraged the Council to consider and be in the forefront of local legislation in
support of smoke-free buildings and work places.
Present Plaque -of -Appreciation to Todd Renshaw,
Allen Substance Abuse Prevention Substance Abuse Prevention SteeringCommittee
(Agenda Item VI)
Todd Renshaw was not available to receive his plaque -of -appreciation from the Mayor
for his service to the Allen Substance Abuse Prevention Steering Committee, March 1991
to November 1991.

Pins and Certificates of Appreciation (Agenda Item VII)
The following individuals received a tenure pin and a certificate of appreciation from
the Mayor and City Manager for their years of service to the City of Allen:

Tabled Item: Approve the Substance Abuse
Prevention Office Yearly Work Plan (Agenda Item VIII)
MOTION: Upon a motion made by Councilmember Christakos and seconded by
Councilmember Bishop, the Council voted seven (7) for and none (0) opposed
to remove the Tabled Item: Approve the Substance Abuse Prevention Office
Yearly Work Plan from the table. The motion carried.
The ASAP Yearly Work Plan is in response to their mission statement to promote
positive family relations and increase productivity in the work place and develop happy,
healthy, drug -Free children and adults by supporting existing programs and activities that
will foster greater community awareness and involvement in order to prevent, reduce and
disrupt the use of alcohol and other drugs.
MOTION: Upon a motion made by Councilmember Christakos and seconded by
Councilmember Bishop, the Council voted seven (7) for and none (0) opposed
to approve and accept the 1991 Yearly Plan of Work for the Allen Substance
Abuse Prevention Office in accordance with the recommendation of the
Services Subcommittee. The motion carried.

Consider Request to Withdraw an Annexation Request (Agenda Item IX)
An application for annexation was received by Robert J. Johnson, Jr. on August 27,
1991. After normal processes and prior to the final annexation ordinance consideration,
a request to withdraw this annexation was received from the land owner.
The Allen City Council acknowledges receipt of this withdrawal request from the land
owner and supports his wishes.

Subcommittee
Solid Waste/Recycling Update (Agenda Item X -B)
Michael Stanger, Assistant to the City Manager, spoke before the Council regarding
negotiations with BFI Waste Systems on a new contract for trash collection and recycling
services. Mr. Stanger reviewed latest projections for solid waste generation through the
year 2000. He also reviewed a recent analysis of waste composition. The formulation of a
long range plan will follow contract execution and parallel the final development of the
Council of Governments Regional Solid Waste Management Plan this spring. Although the
city's contract with BFI expires December 31, trash collection will continue until an actual
contract is signed. The contract being negotiated is expected to be a five-year contract
with several one-year extensions.
Committee Reports (Agenda Item X-C)
Services:
Discussions have been held regarding pets in the home.
Economic Development:
Discussions are being held regarding one-half cent sales tax election.

Development:
• Joint meeting has been scheduled with Planning and Zoning Commission
for January 15.
• Discussions are being held regarding progress of the Special Use
Facility.
Finance/Administration:
• Comment was made regarding the successful Boards and Commission
Appreciation dinner.
Mayor's Committee:
• As a result of the strategic planning process, the Mayor's Committee
has been assigned the issue regarding citizen awareness.
• Discussion was held regarding news releases to the area newspapers.
The Allen American will be handled similar to the way it has been
handled in the past. However, news releases to the Dallas Metroplex
will be coordinated through the administration department.
• Municipal Messengers are tentatively set for February and July.
• Cable television policy statement will be presented to Council for review
at the January 16 meeting. Final details need to be worked out
regarding accessibility to equipment. All non -routine items will be
reviewed by the City Manager and the City Secretary will be
responsible for funneling of information to be put on cable TV.
• CIIP -- Two meetings are scheduled for January prior to the one-half
cent sales tax election. Another set of meetings will be scheduled
during March or April prior to the spring planning session to solicit
input regarding budget items.

Executive Session - Reconvened (Agenda Item III)
In accordance with Article 6252-17, V. A. T. C. S. (Open Meetings Law), Sections 2(e)

MOTION: Upon a motion made by Councilmember Nichols and seconded by Councilmember
Christakos, the Council voted seven (7) for and none (0) opposed to adjourn
the regular session of the Allen City Council at 1:06 a.m., on Friday,
December 20, 1991. The motion carried.
