RESOLUTION NO. 3568-5-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, FINDING THAT ONCOR ELECTRIC DELIVERY COMPANY LLC'S APPLICATION FOR APPROVAL OF A DISTRIBUTION COST RECOVERY FACTOR PURSUANT TO 16 TEX. Motion to Reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two -Year Term Effective June 1, 2018, through May 31, 2020. The motion carried. The City Council expressed appreciation to Dr. Farmer for his service to the City of Allen by serving on the North Texas Municipal Water District. Reeular Aeenda 15. Calendar. • May 15, 2018 –Canvass of Election, 2 p.m. 16. Items of Interest. ' Mayor Terrell presented the following memorial tribute marking the impact of Mrs. McDermott on the Allen community: "I want to say a few words about a remarkable woman, Margaret McDermott She passed away at the age of 106. What is interesting is that newer residents will only recognize her name from the road that leads to downtown Allen and City Hall but she did so much more for this community. Here are some of the things she and her late husband Eugene did for the City of Allen. In 1967, back when our population was under 2,000, the McDermott's offered to fund the City's first fire station and community center to keep residents safe and give them a place to gather. Not only did they bankroll the construction; they also paid for the insurance on the building so Allen residents wouldn't be stuck with added costs. A year later, they asked to fund and build the first Allen library—now known as The Blue House. Not only was it Allen's first library, it had air conditioning tool In 1970, Mrs. McDermott asked to plant a live evergreen tree at the City's new municipal building to be used for a community Christmas celebration. Our annual Christmas Tree Lighting has been going on every year for 57 years. This tree was moved and now grows outside the Municipal Court and Parks and Recreation Administration Building. ' Mrs. McDermott certainly got in the Christmas spirit. On Christmas Eve 1982, a woman walked into the Allen Library and handed the library director an envelope. The director thought it was a Christmas card and opened it after the woman left It turns out, the card contained a huge check to ALLEN CITY COUNCIL REGULAR MEETING MAY 8, 2018 PAGE 4 ' triple the size of the library's book collection. And the woman who presented it was Mrs. McDermott herself. Her contributions continued after the death of her dear husband, and to this day are improving the lives of nearly every person here in Allen. More people get to enjoy the great outdoors thanks to her donation to build Hillside Park. Allen Fire Department could keep our community safe, by operating out of buildings she helped outfit and remodel. We were able to preserve greenbelts and prevent costly property damage thanks to her funding of a Floodplain management plan. Mayor Farmer remembers that whole heartedly the study prepared by the Huff Associates. She not only funded the portion along her property but the entire McDermott Creek which helped Allen a long way. Library checkouts and record tracking got easier, when she covered half the cost of a new book scanning system that we have in the Library today. Kids and adults learned important emergency skills due to donations to Allen Fire Department through the citizens training program. ' Our community has made lots of memories Just outside this building in Allen Civic Plaza, a beautiful gathering space she helped fund. The fountain you see out front is the fountain Mrs. McDermott built. Her generosity went beyond just money: o Public safety personnel enjoyed her hospitality when she hosted picnics for them at her Allen ranch. o In later years, she showed her support through donations to the Allen Police Employee Awards Banquet o She celebrated community projects. She was at the new Allen Public Library when it opened in 2005 — though she tried to go unnoticed. o Dallas named a bridge after her, but she never forgot about Allen. In fact, just a couple of years ago she invited Allen Public Library staff as her personal guests to a fundraising dinner for Dallas Public Library. o Well after her hundredth birthday, she remained sharp and caring. Just last year, she appeared in the documentary for Allen Public Library's 50" anniversary. o She loved seeing Allen grow. o She invited City officials and staff to her home after the 2016 bond election. She wanted to celebrate what the coming developments would mean for Allen's future. o She cared deeply in seeing her little city succeed. ALLEN CITY COUNCIL REGULAR MEETING MAY 8, 2018 PAGES ' I went by her house quite regularly to visit her. She was one of those people who did so many different things for so many different people that she never wanted to receive any recognition for. During this time of her passing, she is receiving a lot of recognition that she would probably be very mad about. I enjoyed visiting with her a lot She was great Something a lot of people might not know is Mrs. McDermott started her career writing the social sections for the Dallas Times Herald. She was such an interesting person to talk to. Unfortunately, we lost her but all generations to come can celebrate what she has left behind." Executive Session The Executive Session was not held. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7:51 p.m. on Tuesday, May 8, 2018.
