Call to Order and Announce a Quorum is Present
(Agenda Item I)
With a quorum of the Councilmembers present, the special called meeting of the Allen
City Council was called to order by Mayor Farmer at 8:52 a. m. on Thursday, June 25, 1992,
in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Discussion with Jerry Madden
Regarding State Legislative Issues
(Agenda Item II)
Jerry Madden discussed the changes that he anticipates in the next legislative
session. The redistricting will affect especially the House. One of the first items that will
be handled is the election of the Speaker of the House. Budgeting is also a major issue as
is education. The Jurisprudence and Criminal Justice System will be a topic of discussion
including the review of the terms, the cases handled by local entities, and redefinition of
certain crimes.
The Allen City Council discussed with Jerry Madden bills and issues that are of
specific concern for the City of Allen. Those issues included:
• Streets and thoroughfares - State Highway 5/US 75
• Solid waste disposal
• Jurisprudence and Criminal Justice
• Economic Development opportunities
• Calendar committee approach

Discussion was held regarding the senate and legislative districts and how they meet
the needs of citizens of like interest. Discussion was held regarding the state board of
education districting and the role the legislature will play in any changes. Council also
indicated the need for communication between the Attorney General, the legislature and
TML representatives in order to aid municipalities in the future.
Michael Stanger, Assistant to the City Manager, distributed information regarding
the Sunset Advisory Commission Review of the Texas Alcoholic Beverage Commission.
Jerry Madden assured the Council that although he was not a tenured legislator, he would
be happy to refer, as needed, the Council to those who are tenured. Mr. Madden thanked
the Council for the invitation and expressed that he would like to do this on a regular basis
in the future.
Items of Interest to the Council (Agenda Item III)
Judy Morrison, City Secretary, indicated she had received a revised schedule of
events from Dan Almon, Southwest Securities, Inc. In that revised schedule, Southwest
Securities is recommending a meeting with the Council on July 9. Since two members will
be out of town, a new date will be considered.
Adjourn (Agenda Item IV)
The meeting was adjourned at 10:13 a.m.
