Call to Order and Announce a Quorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the Special Called Workshop of the
Allen City Council was called to order by Mayor Farmer at 6:99 p.m. on Thursday, July 27,
1992, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen,
Texas.
Items Related to Council Organisation (Agenda Item II)
Council Day Schedule (Agenda Item II -A)
Discussion included not having enough time to discuss citizen questions and not
enough time to evaluate new information brought to the meeting by Staff during the pre -
meeting workshop. Council discussed open meeting requirements and the length of the
agenda, stating that some items may need to be moved to a subsequent agenda so that the
appropriate amount of attention can be paid to the items on the current agenda.
Councilmembers discussed the idea of beginning the meetings earlier and including a meal
or the alternative, having a third "Regular" meeting each month. Mayor Farmer stated his
responsibility on his subcommittee that he, working with City Manager Jon McCarty, would
develop a procedure for the Council meeting night. Mayor Farmer asked the City Manager
to request that City Attorney Don Crowder look at the language of the City Charter
regarding the prescribed meeting dates of the first and third Thursday. The question is
"Is that prescriptive or can the Council set other 'Regular' meeting dates within the
month?" Finally, the request was made that the City Manager contact the attorneys at the
Texas Municipal League and request an interpretation about the material that must be
distributed to the press from the agenda packet.

Councilmembers discussed the possibility of a time limit and some concern was
expressed about the type of comments. Finally, they discussed the issue of "cutting people
off' and the need for judgment being exercised before doing that.
Subcommittees (Agenda Item II -C)
Council reviewed the stated purposes for the subcommittees and agreed that they
were still valid. The City Manager requested that the minutes from all subcommittee
meetings be sent to the Council as part of the Administrative Report. It was suggested
that each subcommittee should have a regularly scheduled meeting with a date and time.
The Council also discussed putting maintenance and services related to Parks and
Recreation under the scope of the Services Subcommittee. All new parks, their acquisition
and development, would remain with the Development Subcommittee. The Council discussed
the necessity for identifying which subcommittee would be responsible for the interviewing
of Boards and Commission prospective members. Mayor Farmer indicated that there were
still several pending issues, among them the car allowance issue and the development of the
Civic Plaza. It was suggested that an annual calendar be developed for Council meeting.
It was suggested that the "Quarterly Subcommittee Meeting" be held only twice a year.
Finally, on this subject, Mayor Farmer requested that Councilmembers contact him with
their preferences on subcommittee assignments.
Council Employee Personnel Evaluations (Agenda Item II -D)
The Councilmembers discussed the need to evaluate the four Council employees
including the City Attorney, Municipal Judge, City Manager, and City Secretary. It was
discussed that an evaluation method had been developed for evaluation of the City
Secretary and City Manager, but not for the City Attorney and the Municipal Judge. Mayor
Farmer asked the City Manager to prepare descriptive materials on the Municipal Judge and
City Attorney, including attendance, compensation, and a description of how those offices
operate.
