Call to Order and Announce a Quorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the Special Called Citizen
Interaction/Information Program Meeting of the Allen City Council was called to order by
Mayor Farmer at 7:00 p.m. on Thursday, December 10, 1992, in the Meeting Room of the
Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Welcome and Overview Comments (Agenda Item II)
Mayor Farmer explained the subcommittee structure and the communication program
which includes the Municipal Messenger, cable view and CIIP.
Presentation Topics (Agenda Item III)
Economic Development (Agenda Item III -A)
Councilmember Mike Nichols explained that $4.5 million is sales tax will be generated
over 15 years. This value is for $10-20 million in real property and $40-60 million in
personal property. TRW will employ 900 employees.

David Pitstick, Economic Development Director, explained that Allen is a frontrunner
in business attraction and expansion in the Dallas Metroplex. He reviewed the 92 acre
industrial site which might be offered at or below market value. He also explained the
target industries and businesses, ie., medical service and technology and hi -tech
telecommunications and electronics manufacturing.
Transportation (Agenda Item III -B)
Councilmember Sharon Hamner explained how the development is closely linked with
transportation issues. She explained the projects the City of Allen was able to have rated
through the ISTEA program. Councilmember Hamner complimented Staff for quick work
and past councilmembers for their forward thinking.
City Manager Jon McCarty explained the roads that he would be discussing are those
for which public funds will be expended.

City Manager Jon McCarty listed the projects not included:

City Manager Jon McCarty also discussed the surrounding areas and how their
projects affect Allen.
Break into Subgroups and Discuss Topica Presented (Agenda Item IV)
Mayor Pro Tem Kevin Lilly and Councilmembers Steve Terrell and David Bishop led
the subgroups in discussion.
Reconvene and Present Subgroup Input (Agenda Item V)
Each group reviewed the discussion in their particular group. Other topics reviewed
included the $1.2 million recreation center and Bethany Lakes.
