The Council and Board" members enjoyed dinner prior to the regular meeting. The AISD Board of
Trustees held a brief bond sale meeting prior to the joint meeting.
Call to Order and Announce
a Ouorum is Present
(Agenda Item 1)
With a quorum of the Councilmembers and Board members present, the Special Called Joint Meeting of
the Allen Independent School District Board of Trustees and the Allen City Council was called to order by Mayor
Farmer and President Andrew at 7:23 p.m. on Monday, March 29, 1993, in the Library Meeting Room of the
Allen Public Library, Two Civic Plaza, Allen, Texas.
An adjustment was made in the agenda due to scheduling conflicts.

(Agenda Item VHI)
Stacy Brown, Executive Director of the Allen Community Outreach, presented an overview of the
Community Outreach program. Ms. Brown discussed the board make-up, the non-profit status, the service area,
the budget short -falls, and the outlook for the future.
Mayor Farmer, in conjunction with this presentation, explained that he was appointed Chairman for the
Collin County United Way Program for 1993 and would be contacting many in the room for support during the
upcoming campaign.
Economic Development
Report - David Pitstick (Agenda Item II)
David Pitstick, Economic Development Director, reviewed the positive press coverage regarding recent
Allen events including TRW, Quest Medical and Twin Creeks. He also discussed the Economic Development
Corporation's focus, TRW renovations, and the future markets for economic development in Allen.
Construction Timeline for New
Middle School - Gene Davenport (Agenda Item III)
Gene Davenport, Superintendent of AISD, reported on the authorization of the sale of bonds. Bids for
the new middle school to be located at Malone and Rivercrest will be let the middle of May with an anticipated
August 1994 opening for the new school. The boundaries will be redrawn by February of 1994.
Land Development
Projects - Bill Petty (Agenda Item IV)
Bill Petty, Community Development Director, reviewed residential development in Allen and housing
starts by quadrants. He discussed the developments that are underway and the anticipated lot developments.
School Finance/Legislation
Update - Gene Davenport (Agenda Item V)
Gene Davenport, Superintendent of AISD, distributed information published by the Texas Association
of School Boards and the Texas Association of School Administrators in support of the upcoming constitutional
amendments. Equitable and adequate funding are two points of current controversy. Dr. Davenport discussed
the various funding programs and the possibilities of the failure of any of these amendments.
Update on Major Thoroughfare
Projects - Dave Whitehead (Agenda Item VI)
Dave Whitehead, Public Works Director, explained the new funding program established for
thoroughfares in the state of Texas. This program is called ISTEA and is distributed through the regional
transportation plan. Mr. Whitehead reviewed the start dates and monies involved in several upcoming projects.

Progress Report on ASAP Program -
Grene Davenport..Jon McCarty (Agenda Item VII)
There was no discussion on this topic since further review needed to be done by the City Council prior
to discussion with the School Board.
Items of Interest - Continued (Agenda Item VIII)
City Secretary Judy Morrison informed the Council and School Board regarding the intention of the two
election entities intent to meet after the May 1 election to work on next year's election plan. Items to be
considered would be a probable change in the polling place to provide convenient access, sufficient parking,
availability of facility, ADA compliance, etc. Other items that might be considered may include ballot style and
joint elections.
Adjourn (Agenda Item IX)
MOTION: A motion was made by School Board Member James Kerr and seconded by School Board
Member Bob Martin and by Councilmember Sharon Hamner and seconded by Councilmember
Mickey Christakos to adjourn the meeting at 9:15 p.m. The motion carried.
These minutes approved on the 15th day of April , 1993.
