DINNER AND WORKSHOP SESSION - 6:15 P.M.
With a quorum of the Councilmembers present, the workshop session of the Allen City Council was
called to order by Mayor Farmer at 6:20 p.m. on Thursday, April 1, 1993, in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas. Mayor Farmer welcomed TRW officials to the community
and introduced John Denham. Mr. Denham presented an overview of what has taken place to date and what will
take place in the TRW building in the near future. He expressed appreciation for the cooperation of all the City
Staff in order for their company to continue on a fast track to begin operations this spring.
Council enjoyed a social time with TRW officials and reconvened for the dinner and workshop session
at 7:05 p.m. in the Lunch Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Oven Council Discussion (Agenda Item II)
It was reported that Scott White is continuing to improve and is now able to walk without assistance.
There have been recent developments in the cable service programming and discussions will be held
during the regular meeting by the Finance/Administration Subcommittee.
It was requested that SB 852 and HB 1913 be reviewed for its impact on the City of Allen regarding
exemptions of open space (golf course).

Mayor Farmer began the review of the Consent Agenda items. A question was raised regarding the
establishment of fees for follow-up inspections by the City of Allen Fire Department and how that related to
charity programs. The Ordinance allows for the waiver of any permit fee where it is in the best interest of the
public.
Discussion was held regarding a bill before the legislature authorizing the expansion of a trade zone
within a county already serving a city within that county. More information will be brought forward during the
regular meeting.
Discussion was held regarding the public hearing process during the Twin Creeks presentation. Council
felt it was imperative that everyone who wanted to speak would be able to speak during this process.
With no further discussion on the agenda, the workshop session of the Allen City Council was adjourned
at 7:35 p.m. on Thursday, April 1, 1993.

to order by Mayor Farmer at 7:37 p.m, on Thursday, April 1, 1993, in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.

MOTION: Upon a motion made by Councilmember Nichols and seconded by Councilmember Terrell, the
Council voted seven (7) for and none (0) opposed to approve and adopt all items on the Consent
Agenda as recommended and as follows:
A. Approve Minutes of March 18, 1993, Regular Meeting.
B. Authorize city staff to pay bills associated with the 1985 Capital Improvement Program

Property maintenance, CIP and excess city property under discussion
Efforts are under way to include Allen in the "Free Trade Zone."
A bill has been introduced which may encourage this effort. Since Plano is already in that zone,
it would include all the cities in Collin County as well. This would allow a cheaper shipping rate
for businesses in the City. The City Manager and the Development Subcommittee were
encouraged to develop a Resolution in support of what we believe to be the best for the City of
Allen.
Citizen's Comments (Agenda Item VI)
Rod Parr, 914 Wandering Way, spoke before the Council regarding the following items:
Lighting at city ballfields — especially FM 2170
Installation of signal light at Allen Drive and McDermott for emergency vehicles
BFI complaints regarding trash and strewn cans. -- Will be reviewed by Michael Stanger.
Requested that grass clippings no longer be picked up by BFI
Requested more police patrol
Tonya L. Crow, 931 Old Stacy Road, spoke before the Council regarding the need for additional field
maintenance and lighting for sporting events in the City of Allen.
Request to Appear by Ken Purcell
Regarding the Texas Area 10 Special Olympia (Agenda Item VH)
Ken Purcell, Athletic Director for Allen Independent School District (AISD), spoke before the Council
regarding the Special Olympic games that the community will be hosting April 16 and 17. Mr. Purcell requested
that the Council consider support of a bid to request the Special Olympics be held here again the next two years.
The Mayor and Council requested that a letter be drafted by the City Manager in support of this effort and
indicating that a Resolution will be sent to the proper officials after its adoption at our next regular meeting.
Authorize Execution of a Contract and Recognize
Group Participation in the Adopt -a -Highway Program (Agenda Item VIII)
Council recognized and thanked Barton Black, representing the United Methodist Men of The First United
Methodist Church in Allen, who volunteered to participate in the "Adopt -a -Highway Program" in the City of
Allen.

MOTION: Upon a motion made by Mayor Pro Tem Lilly and seconded by Councilmember Nichols, the
Council voted seven (7) for and none (0) opposed to authorize the Mayor to execute a contract
for the "Adopt -a -Highway Program" of Bethany Road from US 75 to SH 5 by The United
Methodist Men of The First United Methodist Church in Allen. The motion carried.
Establish a Schedule and Procedure for
Review of the Twin Creeks Zonine Case
(Agenda Item IX)
Bill Petty, Director of Community Development, presented a zoning schedule for Twin Creeks to the
Council. The Planning and Zoning Commission took final action on the Twin Creeks zoning proposal at a
Special Called Meeting on March 22, 1993. Because of the complexity of the proposal, it is being suggested that
Council hold a public hearing along with two workshops prior to the adoption of the four Ordinances in
conjunction with this request. After much discussion, the following schedule was recommended:
April 7 7:00 p.m. Library Meeting Room - Presentation Workshop
April 15 7:30 p.m. Council Chamber - Public Hearing
April 19 7:00 p.m. Council Chamber - Workshop to include Council,
Proponents, and Staff
April 27 7:00 p.m. Tentative Workshop — if needed

Michael Stanger, Assistant to the City Manager, spoke before the Council regarding a request from Carla
McCroan of Josephine, Texas asking for support in the expansion of toll-free local telephone calling areas.

Texas, Declaring Participation and Support of SB
632MM 1695 Concerning Expanded Local Calling
Scopes.
MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Hamner,
the Council voted six (6) for and one (1) opposed with Councilmember Nichols casting the
negative vote (abstention) to approve Resolution No. 1164-4-93(R) as previously captioned. The
motion carried.

Mayor Farmer distributed information regarding the constitutional amendments in the upcoming May 1
election. Mayor Farmer discussed the analysis of the propositions, political aspects of the propositions and certain
facts regarding each proposition.
There was no action taken on this item.
Report on New Federal Cable TV Legislation
(Agenda Item XH)
The Finance/Administration Subcommittee reported on the new federal cable legislation. The franchise
authority has been delegated a greater amount of authority regarding cable TV franchises. The City will now
have the authority to recommend certain citizen's standards for the cable company. The City will also be able
to demand certain services. The cable company will implement a tiered structure of pricing. Further study and
reporting to the Council will be upcoming.

In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law), Section 2(e), the Allen City
Council convened into Executive Session at 10:35 p.m. in the Conference Room of the Allen Municipal Annex,
One Butler Circle, Allen, Texas in order to discuss matters pertaining to ROW Acquisitions for FM 2170.
The Executive Session was adjourned at 11.57 p.m.

the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen
