With a quorum of the Councilmembers present, the workshop session of the Allen City Council was
called to order by Mayor Farmer at 7:00 p m. on Monday, August 30, 1993, in the Council Chambers of the
Allen Municipal Amex, One Butler Circle, Allen, Texas.

A general question was asked regarding the ordinance being silent on a specific board addressing these
issues. It was felt that a board would not be set up immediately but specific violators might be able to be worked
with through Community Outreach with an assistance program if necessary
Council reviewed the ordinance section by section.
Section 1. Development Subcommittee reiterated that the purpose of this code is to provide
minimum standards and regulations 10 help safeguard health and property deterioration.

Section 2: Staff was instructed to review for definition the term "unsightly" and "inquisitive
minors" as well as "flammable materials including wood."
Section 3: Item B needs deletion of gender clause.
Section 5: Item B, Number 4 -- Staff is to rework to state that "it shall be unlawful to impede
the flow of water into any gutter or drainage ditch."
Section 5: Item B, Number 6 -- the term "water," draining of water needs clarification
Section 5: Item G -- Additional statement needs to include the dumping on empty lots of weeds,
grass, rubbish, etc
Section 5: Item I -- comma after "boxes" and rewording of firewood regulations
Section 5: Item J, Number 6 -- remove entire sentence.
Section 5 Item M, Number 2b and 2c -- 4 feet needs to be 4 inches.
Section 5: Item N -- restate title as "Private Parking Lots, Drives and Streets."
Section 5: Item O, Number 2b -- the statement "overfilling of containers is prohibited" to be
reworked into a separate statement after review with Michael Stanger, Assistant to the City Manager, and BFI.
Section 5. Item O, Number 2c --delete "containers."
Section 5: Item O, Number 2d -- Staff is to rework entire statement.
Section 5: Item P. Number 4 -- needs to be included in definitions of a screening wall.
Section 5: Item Q -- the first several sentences needs to be a definition of an unsafe building with
only the last sentence to remain "All unsafe buildings are hereby declared to be public nuisances and shall be
abated by repair, rehabilitation, demolition or removal to accordance with this Code."
Section 5: Item T, Number 1 -- remove "and side" in the last sentence.
Section 5: Item T, Number 2 -- change twenty feet (20') to twenty-two feet (22').
Section 5: Item T, Number 3 -- delete "or in the rear yard only" from the last sentence.
Section 7, Item E -- to read "said City may initiate the abatement process."
Staff was instructed to revise the ordinance in accordance with this evening's discussions and to put it
into proper form and the Development Subcommittee will review and recommend a process in taking this item
1 to the citizens.

Staff reviewed major amendments in the Sign Control Ordinance that is being presented for Council's
action at Thursday night's regular meeting. This Ordinance will repeal five Ordinances (four of which are
amendments to the main Ordinance.)

MOTION: Upon a motion made by Councilmember Nichols and seconded by Councilmember Christakos,
the Council voted seven (7) for and none (0) opposed to adjourn. the Council workshop of the
Allen City Council at 10:02 p.m. on Monday, August 30, 1993. The motion carried.
These minutes approved on the 16th day of September , 1993.
