With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:57 p.m. on Tuesday, July 24, 2018. Call to Order and Announce a Guarani is Present ' With a quomm of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:03 p.m. on Tuesday, July 24, 2018, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. ALLEN CITY COUNCIL REGULAR MEETING JULY 24, 2018 PAGE 2 ' Pledee of Allegiance Public Recoenition 1. Citizens' Comments. 2. Presentation of the Library Board's Annual Report by Chairperson Shahmeen Khan. 3. Presentation of the Texas Municipal Library Directors Association (TMLDA) Achievement of Library Excellence. 4. Presentation of the Texas Libraries Branding Iron Award for Community Encouragement. Consent Agenda MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows: 5. Approve Minutes of the July 10, 2018, Regular Meeting. 6. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement Between ' the City of Allen and the Allen Independent School District Regarding School Crossing Guards. Resolution NO. 3593-7-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL AGREEMENT WITH THE ALLEN INDEPENDENT SCHOOL DISTRICT RELATING TO SCHOOL CROSSING GUARDS; AUTHORIZING ITS EXECUTION BY THE MAYOR; AND PROVIDING AN EFFECTIVE DATE. 7. Authorize the City Manager to Negotiate and Execute an Impact Fee Reimbursement Agreement with C-1 Allen, LLC, Regarding Chelsea Boulevard Improvements. 8. Authorize the City Manager to Execute an Arena License Agreement with Sidelk Sports Management, LLC, to Base a Professional MASL Soccer Team at the Allen Event Center. 9. Transmit the Proposed 2018-2019 City Budget and the Proposed 2019-2023 Capital Improvement Program. 10. Receive the Summary of Property Tax Collections as of June 2018. 11. Receive the Capital Improvement Program (CIP) Status Report. 12. Receive the Investment Report for the Period Ending June 30, 2018. ' 13. Receive the Financial Report for Period Ending June 30, 2018. Conduct a Public Hearing and Adopt a Resolution Approving the 2018-2019 Community Development Block Grant (CDBG) Annual Action Plan. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public bearing. RESOLUTION NO. 3594.7.18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE 2018-2019 ANNUAL ACTION PLAN; AUTHORIZING ITS SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD); REPEALING ALL RESOLUTIONS IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3594-7-18(R), as previously captioned, approving the 2018-2019 Community Development Block Grant (CDBG) Annual Action Plan. The motion carried. 15. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement Between ' the City of Allen and the Allen Independent School District Regarding the School Resource Officer Program. RESOLUTION NO. 3595-7-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL AGREEMENT WITH THE ALLEN INDEPENDENT SCHOOL DISTRICT RELATING TO THE SCHOOL RESOURCE OFFICER PROGRAM; AUTHORIZING ITS EXECUTION BY THE CITY MANAGER; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Doherty, the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3595-7-18(R), as previously captioned, authorizing the City Manager to execute an Interlocal Agreement between the City of Allen and the Allen Independent School District regarding the School Resource Officer Program. The motion carried. 16, Set August 14, 2018, as the First Public Hearing Date and August 28, 2018, as the Second Public Hearing Date Regarding the Fiscal Year 2018-2019 City Budget. MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 28, 2018, at 7:00 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas, as the dates, time, and place for the first and second Public Hearings on the City's Proposed Fiscal Year 2018-2019 Budget in accordance with Article IV, Section 4.04 of the City Charter. The motion carried. I17. Set August 14, 2018, as the First Public Hearing Date and August 28, 2018, as the Second Public Hearing Date Regarding the Fiscal Year 2018.2019 City Tax Rate. ALLEN CITY COUNCIL REGULAR MEETING JULY 24, 2018 PAGE 4 MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 14, 2018, at 7:00 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas, as the dates, time, and place for the first and second Public Hearings on the proposed City Tax Rate of 50.5 cents per $100 of appraised value for the Fiscal Year 2018-2019. The motion carried. 18. Motion to Confirm City Council Appointments to the Council Nominating Committee as Recommended by Mayor Terrell. MOTION: Upon a motion made by Mayor Terrell and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to confirm the appointments of Councilmembers Kizer, Clemencich, Brooks and Sedlacek to the Council Nominating Committee as recommended by Mayor Terrell. The motion carried. Mayor Terrell moved to Other Business. Other Business 20. Calendar. 21. Items of Interest. ' • The Allen Community Outreach Fill the Bus campaign is underway. Drop off donations of school supplies, shoes, or gift cards to one of the specified drop off locations. • Council recognized Boy Scouts from Troops 1299 and 25 in attendance as a requirement for earning Merit Badges. Mayor Terrell announced the Executive Session then recessed the Regular Agenda at 8:04 p.m. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 8:10 p.m. on Tuesday, July 24, 2018, in the Council Conference Room, 305 Century Parkway, Allen, Texas, in order to discuss matters pertaining to: 22. As Authorized by Section 551.074 of the Texas Government Code, for Personnel Matters: • Discussion Regarding Election of Mayor Pro Tem The Executive Session adjourned at 8:45 p.m. on Tuesday, July 24, 2018. 23. Reconvene and Consider Action on Items Discussed During Executive Session. The Allen City Council reconvened into the Regular Meeting at 8:45 p.m. on Tuesday, July 24, 2018. The following action was taken on items discussed during Executive Session. ' 19. Election of Mayor Pro Tem. Mayor Terrell called for nominations from the Council for the position of Mayor Pro Tem. ALLEN CITY COUNCIL REGULAR MEETING JULY 24, 2018 PAGE 5 'Councilmember Brooks nominated Councilmember Caplinger. With no other nominations offered, Mayor Terrell closed the call for nominations. MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich, the Council voted seven (7) for and none (0) opposed to elect Councilmember Caplinger as Mayor Pro Tem. The motion carried.
