Call to Order and Announce a Ouorum is Present (Agenda Item 1)
With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was
called to order by Mayor Farmer at 7:00 p.m. on Thursday, May 12, 1994, in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
Canvass of Election Returns for
the May 7. 1994 City Council Election
(Agenda Item 11)
City Secretary Judy Morrison reviewed for the City Council the election returns for the City Council
Election held on Saturday, May 7, 1994. Mrs. Morrison reviewed hand-out materials that were distributed
including recent voting history, early voting accumulated totals, election day accumulated totals and the combined
election day and early accumulated totals. She also reviewed voting statistics including the number of registered
voters — 14,035 — which indicated an 8 % voter turnout. Mrs. Morrison then reviewed the recount petition filed
on Monday, May 9, by Bob Rothe and a certification of the recount committee with final totals for Place No. 2.

Consider a Resolution Declaring Results

of the May 7. 1994 City Council Election (Agenda Item III)
The proposed resolution shows cumulative votes cast to the election being 1,130 with the following
individuals being declared to receive the highest number of votes in being declared as the 'official elected'
Councilmembers and Mayor.

Place No. 2 — David Kerr
Place No. 4 — Mike Nichols
Place No. 6 — Sharon Hamner
Resolution No. 1249-5-94(R): A Resolution of the
City Council of the City of Allen, Colin County,
Texas, Declaring the Results of the General Election
of the Allen City Council Held on May 7, 1994.

MOTION: Upon a motion made by Councilmember Christakos and seconded by Councilmember Terrell,
the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 1249-5-94(R) as
previously captioned. The motion carried.
Administration of Oaths -of -Office and
Presentation of Certificates of Election
(Agenda Item IV)
City Secretary Judy Morrison administered the Oath -of -Office and presented a Certificate of Election to
Mayor Joe Farmer. Mrs. Morrison then administered the Oaths -of -Office to newly elected Councilmember David
Kerr, Place No. 2, and re-elected Councilmembers Mike Nichols, Place No. 4, and Sharon Banner, Place No. 6.
Mayor Farmer presented Certificates of Election to Councilmembers Kerr, Nichols and Hamner and
offered congratulations to those individuals. At this time, Councilmember Mickey Christakos stepped down from
the Council Bench and newly elected Councilmember David Kerr stepped up to the Council Bench.
Election of Mayor Pro Tem (Agenda Item V)
The Allen City Council is authorized by the City Charter to elect from among themselves a Mayor Pro
Tem at the first meeting following the election. Councilmember Hamner nominated Councilmember Kevin Lilly
as Mayor Pro Tem for the Allen City Council. With no other nominations from the floor, a motion was made.
MOTION: Upon a motion made by Councilmember Hamner and seconded by Councilmember Bishop, the
Council voted six (6) for and none (0) opposed with Councilmember Kevin Lilly abstaining that
nominations cease and that Kevin Lilly be elected by acclamation to the designated place of
Mayor Pro Tem on the Allen City Council. The motion carried.
Presentation of Plaque -of -Appreciation
to Outeoine Member of Allen City Council
(Agenda Item VI)
Mayor Farmer presented a Plaque -of -Appreciation to outgoing member Mickey Christakos of the Allen
City Council.

The Mayor and the Council congratulated Mickey for a job well-done and hoped she would stay involved
in the community Ms. Christakos indicated that she would indeed stay involved and indicated that she had
thoroughly enjoyed working with the Council and it was an honor to work not only with the Council but with
�' the Staff as well.

Information was distributed to the Council with regard to the educational program surrounding the Capital
Improvement Program/Bond Election. Council was asked to review this information and to make comments to
the City Manager m soon as possible.
Adjourn
(Agenda Item VIII)
MOTION: Upon a motion made by Councilmember Bishop and seconded by Mayor Pro Tem Lilly, the
Council voted seven (7) for and none (0) opposed to adjourn the special called meeting of the
Allen City Council at 7:27 p.m., on Thursday, May 12, 1994. The motion carried.
