With a quorum of the Councilmembers present, the special called workshop of the Allen City Council
was called to order by Mayor Farmer at 10:20 a.m. on Saturday, October 8, 1994, in the Conference Room of
the Howard Johnson, 2625 Cherry Road, Rock Hill, South Carolina. Staff informed Council that an addendum
to the agenda was posted changing the meeting location from Gaffney to Rock Hill.

With a quorum of the Councilmembers present, the special called workshop of the Allen City Council

Discuss Economic Development Project
Mercury and Possible Sales Tax Election (Agenda Item M
Introductions were made by Mr. Greg Morse of the Project Mercury development team. Mr. Morse
presented the Council with an overview of the project including dates for land acquisition, application for City
incentives to the project and a timeline for construction. An artist's rendering of the proposed facility was then
presented to Council. Mr. Morse described the proposed Allen project as technologically and aesthetically
superior to similar facilities in other parts of the country Mayor Farmer and other members of the Council
inquired about environmental and economic impacts associated with Project Mercury They indicated that further
investigation will be required before formally embracing the project.

The Council discussed issues surrounding their inspection of similar facilities to the proposed Project
Mercury over Saturday. October 8 and Sunday, October 9.
Adiourn to a Specific Date. Time and Location
(Agenda Item IV)
With no further discussion on the agenda, the workshop session of the Allen City Council was recessed
at 11.13 a.m. on Saturday, October 8, 1994 The Council agreed to reconvene this special called workshop to
a date and time to be announced.
The special called workshop of the Allen City Council was not reconvened.
These minutes approved on the 20th day of October , 1994.
