Call to Order

With a quorum of the Councilmembers present, the Special Called Workshop Session of the Allen City
Council was called to order by Mayor Pro Tem Lilly at 7 16 p.m, on Wednesday, March 8, 1995, in the Council
Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Review and Affirm Laneu me for City Charter Amendments (Agenda Item II)
An updated red -line copy of the Allen City Charter was distributed to Council and Staff. Various sections
were reviewed in regard to clarification and intent of the Council as well as Staff and legal counsel. Discussion
was held regarding the Council's and the City Manager's involvement in the development and establishment of
City departments. Various other wordsmithmg items to clarify the intent were reviewed. Discussion was held
regarding the actual calling of the election on March 16 and the need to educate the citizens of Allen with regard
to these amendments. Legal counsel will clarify whether the attachment to the ordinance needs to be published
in the newspaper in Spanish as well as in English.

Charter Counsel Expert Terrell Blodgett suggested a letter from the Mayor and Council with lay language
be included in the Municipal Messenger as an educational vehicle to the citizens

1995.
