With a quorum of the Councilmembers present, the Spring Planning Session of the Allen City Council was
called to order by Mayor Fanner at 10:05 a.m. on Friday, March 29, 1996, in the Library Meeting Room of the
Allen Public Library, Two Allen Civic Plaza, Allen, Texas.

Receive Reports of Boards and Corn_misciod (Agenda Item H)
Reports were received by the following Boards and Commissions representatives:

Planning and Zoning Commission Kenneth Fulk
Representatives of the Boards and Commissions reported on the progress they have made towards the
strategic goals assigned to them by the City Council last year and the issues they see on the horizon that they
believe that Council should consider for priority attention in the future
Specific items discussed by Barton Black, Chau of Sign Control Board, included weekend signs, political
signs, sign plans and amendment to Class 6 signs. Items on the horizon that Council might consider include a City-
wide survey what citizens feel about signage, monuments at entrance to single-family developments, entry -way
structure feedback, and dialogue with the development committee might be needed.
({ Donald Wing, Chair of Cable TV & Telecommunications Advisory Committee, reviewed the formation
of the committee and the responsibilities of the committee. A work plan has been developed with attention to be
given to installation and equipment, Allen Independent School District (AISD) liaison, community access channel
and rates. Issues on the horizon for Council consideration might include assistance with communications,
Council/Board meetings being televised, financing and exactly what the Council needs from this committee.
Jim Brazeal, Secretary of the Economic Development Corporation Board, reviewed the goals and policies
of the committee to develop an economy that will generate jobs, provide shopping and service opportunities for
a strong financial base for the citizens of Allen. Accomplishments include the AmeriHost Hotel, Cattle Company
of Texas and the construction of Millennium Business Park. Issues on the horizon might include working with
private land owners, focus on communications, recruitment of businesses and restaurants, and input from the
Council for an entry -way monument for the entire City It was reported the Millennium Business Park name may
be changed to the Millennium Technology Park Discussion was also held regarding the construction of South
Buller Drive extension.
Fritz Dietrich, Chair of the Library Board, reviewed the accomplishments throughout the past several years
including the tenure of the board members, the inter -library loan service, the blood drive and the ADA gram doors.
Issues on the horizon for the library include proper maintenance and upkeep of the building, staffing level needs,
additional hours, technological services and the use of the Library Meeting Room.
Jun Waldbauer, Chair of the Parks and Recreation Board, reported on the accomplishments throughout the
past several years citing improved quality of fields, Allen Station Park, Joe Farmer Recreation Center opening,
the review of various procedures, community/neighborhood park definitions, lighted soccer fields at Ford Park and
the historical dam issue. Issues that may need to be considered by Council include privatization/revenue

generators, delegation of authority to the current Parks Board, treatment of the floodplain and greenbelts, methods
for including disadvantaged in the park programs and developing an identity for the City
Kenneth Fulk, Chair of the Planning and Zoning Commission, reviewed the assignment to update the
Comprehensive Zoning Ordinance. This is near completion with Council action scheduled for May 2, 1996. Issues
on the horizon for possible Council consideration would include the update of the Comprehensive Plan, the
expertise needed to deal with the newly adopted ordinances, thoroughfares, and the Subdivision Ordinance.
Receive Report of Chamber of Commerce Board of Directors (Agenda Item III)
Kris Johansen, President of the Chamber of Commerce, discussed activities the Chamber has been involved
in including Leadership Allen, the building campaign, public safety recovery fund and the development of similar
missions within the City
Joe Bilbo updated the Council on the Chamber building which reveals $147,000 in commitments for a
building of 3,800 square feet. The building is estimated to cost $325,000.
Divisional Vice -President John Sprague indicated the Chamber is desirous of going in concert with the City
and school visions for the future and would like to contribute more to the community in this manner
Recess for Lunch (Agenda Item IV)
The Spring Planning Session was recessed at 1205 p.m and all participants were invited to attend lunch
at the Lotus Garden.
Reconvene and Disease; Issues Raised in Rept (Agenda Item V)
The Spring Planning Session reconvened at 1.10 p.m. in the Library Meeting Room of the Allen Public
Library
The Council began to identify and discuss key issues raised by the Board and Chamber participants that
the Council may desire to pursue. They also identified and discussed other issues to include among their planning
priorities. Council developed a list of fourteen issues to be considered.

Reconvene and Receive Staff Presentation
Concerning Vision. Mission and Issues (Agenda Item VH)
The Allen City Council and City Staff reconvened into the Spring Planning Session at 8:36 a.m, on
Saturday, March 30, 1996 in the Library Meeting Room,
City Manager Jon McCarty described the process and products of the City Staff retreat held earlier in the
month. Topics included visioning exercises, assessment of the City's mission statement and lists of key issues.
Issues were distributed to Council along with a vision statement and a mission statement. Council agreed to
develop a vision statement with the community (Chamber and AISD).
Discuss Issues and Consider

Discussion was held regarding issues and creating a list of priorities:
Safe, efficient, multi -modal transportation system
Enhance operational capabilities
Revenue protection and enhancement
Plan for infrastructure improvements
Unified community vision
Maximize technology in City business practices
Develop an informed citizenry
Protect, beautify and promote natural resources
Adequate maintenance of City assets
Plan and develop office facilities
Role delineation
Public/private partnerships
Education and outreach
CBD redefinition and redevelopment
Recess for Lunch (Agenda Item IX)
The Spring Planning Session of the Allen City Council was recessed at 12:00 noon on Saturday, March 30,
for a group luncheon to be held at TaMolli's Restaurant.
Reconvene and Complete Discussion (Agenda Item X)
The Allen City Council and City Staff reconvened at 1.10 p.m.on Saturday, March 30, in the Library
Meeting Room of the Allen Public Library

The group developed general goals following a criteria which included (1) criticality for general welfare
of citizens; (2) willingness and ability to fund; (3) able to implement with current organization; (4) community
expectations; and (5) mission critical.
