RECEPTION FOR BOARD CANDIDATES - 6:00 P.M.
Council met with and enjoyed the company of the Boards and Commission candidates in the Municipal
Annex, One Butler Circle, Allen, Texas.
DINNER AND WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Councilmembers present, dinner and the workshop session of the Allen City Council
was called to order by Mayor Lilly at 6:53 p.m. on Thursday, June 6, 1996, in the Lunch Room of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
Onen Council Discussion
(Agenda Item II)
A letter was written to Bob Butcher stating how speed zones are set on state highways in response to a
Citizen's Comment appearance at the last meeting.
Regarding the sno-cone request from the Citizen's Comments of the last meeting, there are certain health
requirements, building code requirements, and zoning ordinance stipulations that allow for a 30 -day permit with
an extension of 30 days to allow for the operation of seasonal businesses

It was reported that the Fire Station p3 contractor has gone into bankruptcy and the bonding agency has
met with City officials today The Building Superintendent will come back on the job and continue work which
should continue the work on the project without a delay The City was reminded to watch for any additional restart
costs that may be incurred by this change -over.
The State of Texas has been looking at a statewide Fire Code. Hearings will begin in June with the first
one being held on June 19 at the high school. Mayor Pro Tem Kerr will be sitting on this board as an engineer
for the City of Plano but will obviously be a representative for the City of Allen as well. This should have no affect
on the Fire Ordinance the City of Allen is considering at this time.
An inconsistency has arisen in the newly adopted Zoning Ordinance with regard to construction materials
for industrial buildings. Council agreed that Staff should move forward to clarify this issue and consider it a
clerical error after consultation with the City Attorney
Discussion of Consent Agenda
and RegBLAgenda Items (Agenda Item III)
Mayor Lilly began the review of the Consent Agenda items Discussion was held regarding Agenda Item
IV, Item C, Adopt an Ordinance Amending Selected Fee Schedules for Water and Sewer. This item deals only
with large -water users.
Discussion was held regarding Agenda Item IV, Item F, Set June 20, 1996 as Public Hearings Date to
Consider Annexation of a 163 -Acre Tract of Land Situated in the John Snyder Survey, Volume 408, Page 284, of
the Deed Records, County of Collin, Texas, More Commonly Known to be Located Immediately South of Bethany
Road and West of Malone Road as Requested by Irene H. Bedell. It was noted that two public hearings would
be set on June 20 and a clerical correction was made to the posted agenda.
Discussion was held regarding Agenda Item VII, Presentation of Building Official's Association of Texas
1996 Award of Excellence. Bill Petty, Director of Community Development, will be presenting this award to the
Mayor during the regular session.
Discussion was held regarding Agenda Item VIII, Request to Appear by the Building Standards Committee
to Present their Official Report on Fire Sprinklers. This is the official report from the Building Standards
Committee regarding fire sprinklers and no Council action is expected on this item.
Discussion was held regarding Agenda Item X, Review and input on Allen Station Park/AHS Project 2000
— 300 -Acre Master Plan Consultants from the City and the school district plus representatives will be present this
evening to discuss this item
With no further discussion on the agenda, the workshop session of the Allen City Council was recessed
at 7:35 p.m. on Thursday, June 6, 1996.

reconvened by Mayor Lilly at 743 p.m. on Thursday, lune 6, 1996 in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
CONSENT AGENDA
(Agenda Item IV)
MOTION: Upon a motion made by Gallagher and a second by Councilmember Owen, the Council voted
seven (7) for and none (0) opposed to approve and adopt all items on the Consent Agenda as
recommended and as follows'
A. Approve Minutes of the May 16, 1996, Regular Meeting.
B. Approve Minutes of the May 29, 1996 Budget Workshop
C. Adopt an Ordinance Amending Selected Fee Schedules for Water and Sewer
Ordinance No. 1431-6-96: An Ordinance of the City Council of the City of Allen, Collin
County, Texas, Amending Chapter 14, Article 1, Sections 14-3 (1), 14-3 (4) [Deleted], 14-
4 (7), 14-5 (3) [New] and 14-9 (A)(1) of the Code of Ordinances; Providing for an
Amended Fee Schedule for Some Water and Sewer Services; Providing for a Severability
Clause; and Providing for an Effective Date.
D. Approve Bid and Authorize Execution of Contract to Replace Water Line on Meadow
Mead.
Council authorized the City Manager to enter into a Contract not to exceed $74,385 with
Line One to replace the water line on Meadow Mead Drive.
E Adopt an Ordinance Confirming the City's Action of lune 6, 1996, to Attach a Specific
use Permit with the Site Plan, Landscape Plan, and Floor Plan for Cattle Company of
Texas Located at 401 Central Expressway South in the Century Retail Addition, Allen,
Texas.
Ordinance No. 1432-6-%: An Ordinance of the City of Allen, Collin County, Texas,
Amending Comprehensive Zoning Ordinance No. 1425-5-96, by Approving a Specific Use
Permit for a Restaurant Private Club with Exhibit "A" Site Plan, Exhibit "B" Landscape
Plan, and Exhibit "C" Floor Plan Approval on the Following -Described Tract of Land:
Lot 1, Block 2, Century Retail Addition, the William Perrin Survey, Abstract 708, City
of Allen, Collin County, Texas; Providing for a Penalty of Fine not to Exceed the Sum of
Two Thousand Dollars ($2,000) for each Offense, Providing for a Severability Clause; and
Providing for the Effective Date of Said Ordinance.

Council Committee Reports (Agenda Item V)
Mayor Lilly reviewed Council Standing Committee assignments, rales and procedures Services
Committee will meet Wednesdays at 8:30 a.m.; Development Committee will meet Fridays at 12:00 noon; Mayor's
Committee will meet Mondays at 11:00 a m.; and Finance/Administration Committee has not set a time.
Citizen's Comments (Agenda Item VI)
There were no citizen's comments.
Presentation of Building Official's
Association of Texas 1996 Award for Excellence (Agenda Item VII)
In 1979, the Allen City Council recognized the need to establish a full-time Building Inspection Department
for the City of Allen. The Council has always embraced a high level of expertise in all phases of building
inspection and implemented those goals by providing funding for both the education and training of personnel in
order to accomplish that.
The Building Official's Association of the State of Texas gives recognition on an annual basis through an
Award of Excellence to three cities for the entire state based upon population. For the second year in a row, the
City of Allen has received this prestigious award for small cities. This plaque reads:
"1996 Award of Excellence, Small Jurisdiction, Presented to the City of Allen for outstanding
contribution to the profession and the community by the Building Official's Association of Texas,
May 23, 1996."
The Building Inspection Department was introduced to the Council which included Bret McCullough,
Building Official; Cindy McSperitt, Permit Technician; Ame Johnson, Code Compliance Coordinator, Allen Gray
and Mel Hilkemeier, Code Inspectors. Code Inspector Dan Brown was not able to attend the meeting. Community
Development Director Bill Petty presented the Mayor the Award of Excellence.
Request to Appear by the Building Standards
Committee to Present their Official Report on Fire Sprinklers (Agenda Item VIII)
In February, the Allen City Council requested that the Board of Adjustment members and alternates sit as
an ad hoc Building Standards Committee to review the proposal for fire sprinklers. This Committee consisted of
Galen Clay, Chairman, Ray Lewis, Bill Roberge, David Pratt, Philip Rich, Jeff Cocking and Perry Fourrier. As
a result of various meetings and public hearings, the committee has prepared a report of its findings and
conclusions. Council requested additional information of Staff regarding the population of the various cities
surveyed and the build -out of those cities. It was noted the insurance community refused to speak with the
Committee regarding possible savings due to sprinklered structures. The Allen City Council thanked the Board
for taking the charge very seriously and for the outstanding and thorough job on the report. Council will continue
to review this document, will determine whether it needs a workshop, and will take action in the near future on
the subject

Approve Design of New Animal Shelter and
Authorize Staff to Solicit Construction Bids (Agenda Item M
The Allen City Council has approved the construction of a new annul shelter to be located at the
intersection of Bethany Drive and South Allen Heights Drive. It also authorized the selection of Architect Ron
Hobbs to design that shelter. That design and construction documents are now prepared for an approved
construction budget of $275,000 for the new shelter.
Ron Hobbs, Architect, indicated the slab will be located in the area of the present slab on the property
The building will be approximately 2,816 square feet. There will be many ammal cages and the floor will be
sloped for drainage purposes. Because of the bid climate, the bids may come in high at this time. It is very
difficult at this time to receive reasonable bids on small projects.
The exterior of the building is split -face masonry similar to the Recreation Center and will provide a
maintenance -free building It will consist of a metal roof and the lobby will have a tile floor with the main portion
of the building being sealed concrete. The building is designed with expansion capabilities and with certain
appliances and stainless steel counter tops. This budding offers approximately two -and -a -half times the capacity
that the present shelter offers. The site is all indoors and does not have windows to allow noise to escape. The
building should take approximately six months to complete.
Jody Leonard, 807 Sandy Creek Drive, Allen, Texas 75002, did not wish to speak, however, wished to
record her support for the new annul control shelter.
MOTION: Upon a motion made by Councilmember Powyszymki and a second by Councilmember Terrell,
the Council voted seven (7) for and none (0) opposed to approve the design and construction
specifications, to authorize Staff to advertise for bids for construction of the new animal shelter,
and to include an alternate for a screening wall. The motion carried.
Council took a brief recess.
Review and Input on Allen Station Park/
AHS Project 2000 — 300 -Acre Master Plan (Agenda Item IQ
Representatives of the architectural firms used by the City and the school district presented information to
the Council regarding the Allen Statin Park/Allen High School (AHS) Project 2000. A schematic was presented
to the Council showing a 19,000 square foot school library with a plaza area that could be used if and when the
City of Allen desired to build a "joint' library Questions were raised regarding parking proximity to the various
specific areas. All parking will not be completed until final phases are completed. The City park areas may need
additional parking and use of the school parking could be provided by interesting walkways to various ballfields.
Field needs from this plan show the City ahead of where it thought it needed to be at this point. Due to
the width and depth of the creek on the south perimeter of the property, it would not be feasible for a transportation
cross-over at that point. School plans for the theater would seat approximately 1,300 people, the black box theater
would hold approximately 250 people and the auditorium which is more of a banquet area would be approximately
40,000 square feet The natatorium and stadium would require a future bond issue for the school district.

Low level lighting needs were discussed along the pathway areas between the school parking and the City
ballfields. Allen Independent School District (AISD) parking is situated so the entry off Rivercrest will not view
a "sea" of parking lots. It also provides a home/visitor parking plan for various games at the stadium.
Council suggested additional parking on the inside loop road near the library to allow adequate access for
elderly and mothers with small children should a joint library facility be considered
The needs of the entire community are taken into consideration in the development of the park site. This
does not fill the needs of all active sports for the City of Allen. However, a large unorganized citizens' group who
enjoy passive recreation are visible in the City Discussion was held regarding alternate possibilities for the
currently designed amphitheater in the parks. Aesthetics and water-based recreation are the main reasons for the
ponds in this area. However, they will be used for some water retention as well. A concern arose regarding the
use of Rivercrest becoming a "short-cut" to Exchange on the west side of SH 5. All interested parties were
encouraged to keep communication lines open regarding this project. A communications ad hoc committee was
established consisting of Councilmembers Melissa Owen and Steve Terrell as Council representatives will be in
touch with Board Members Jim Kerr and Danny Meek of the School Board and Superintendent Barbara Erwin and
City Manager Jon McCarty

Discussion was held regarding the updates and corrections on the budget document and Fire Department
staffing.

at 7:00 p.m. at City Hall.

551.072, Personnel, Section 551.074, Staff Presentations, Section 551.075, the Allen City Council convened into
Executive Session at 10:45 p.m. in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen,
Texas in order to discuss matters pertaining to:
Personnel - Employee Compensation Package
Property - Contract for Purchase of Park Land
Staff Presentation on Certain Police Matters.
The Executive Session was adjourned at 12.43 a.m.
Reconvene and Consider Action on Item Discussed During Executive Session (Agenda Item XIII)
The Allen City Council reconvened into regular session at 12:44 a.m. on Friday, June 7, 1996, in the
Council Chambers of the Allen Municipal Annex
MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second made by Councihnember
Powyszymki, the Council voted seven (7) for and none (0) opposed to authorize the City Manager
to enter into a contract for the sale of approximately 24.45 acres of land commonly referred to as
The Suncreek Property and to authorize the City Manager to proceed with the open -space grant
money application from the Collin County Open -space Board. The motion carried.

MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Owen, the Council
voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City Council
at 1246 a in on Friday, June 7, 1996. The motion carried.
