Call to Order and
Announce a Quorum is Present (Agenda Item 1)
With a quomm of the Councilmembers and Board members present, the Joint Meeting of the Allen City
Council and the Allen Independent School District Board of Trustees was called to order by Mayor Lilly and Vice
President Stein at 12:30 p.m, on Tbursday, October 3, 1996, in the Joe Farmer Recreation Center, 1201 East
Bethany, Allen, Texas.
Workshop with Architects to Discuss
Allen Station Park and AHS 2000 Pro' (Agenda Item II)
Consultants Rich Pawelko and Scott Ebert of Lescher and Mahoney discussed their responsibilities as they
understood them in regard to this process. They requested "feedback" with regard to their goals as set forth by
the City and the school district The process should take approximately six weeks. The architects commended the
two boards for what they are trying to do with this partnership in the City of Allen. In the long run, the community
will be the real winner.

The architects reviewed the project approach which consists of approximately a six-week time period.
"Week 1" would include collecting facts, defining issues, developing process, identifyutg participants, determining
the budget, drafting a manual outline and setting milestones. "Week 2" (October 3) would include determining
opportunities and obstacles, establishing goals and values, verifying the program, evaluating the site, brainstorming,
interfacing with the regulatory agencies, overview of the systems and interactive work/study session on site.
"Weeks 3 and 4" would include developing imagery, establishing commonalities, setting the theme and applications
and generating presentation format. "Week 5" would include refining the manual content, reviewing TQM
assurance, a preliminary cost analysis, document production and interactive work/study sessions (on site). "Week
6" and subsequent weeks would include presentation for clients and user groups, collecting feedback, refinements,
reviewing conformance of design documents to guidelines, conducting user evaluations, and conducting a client
satisfaction program (9+ Club).
There is rich tradition of history in the community and this is a very exciting project.
The school board indicated they would like to develop not only common vocabulary and common items,
but three-dimensional items that were tangible to understand. Of those common nems that might be considered,
the board and the Council would then determine which ones should be accepted in this project.
The City Council in presenting information to the architects indicated that when the City and the school
came together, it was felt this was a unique opportunity for the City of Allen. That is the reason the City and the
school adopted resolutions recognizing certain outcomes including*
Both properties comprising almost 300 acres of land will be master -planned as if they were one parcel of
property under one ownership.
The property will have a common theme and unified vision.
The property will be a primary identifier for the community
Public access and athletic/recreational facilities will be shared.
Unfortunately, it looks like we did not follow the salient points in this resolution in developing it as one
parcel of property under one ownership; and, therefore, the architects are asked to help in this matter. The
architects are being asked to "unify" the two properties in a seamless fashion in ways that we can't even realize
at this point.
The Council also indicated it would like for the separate meetings to cease and for us to be walking together
down this pathway The architects need quality input in order to provide quality output. Other items to be
considered are budgets and timelines. We need to look at this project as "our site" rather than "your" or "my"
site. Also, teamwork needs to trickle through the entire organization, not just the board of directors and the City
Council.
The group was asked to review their calendars for the week of October 14 for a possible joint meeting
The architects will be providing a report to the two bodies after every meeting.

The AISD Board of Trustees and the Allen City Council adjourned the Joint Workshop at 1 20 p.m. on
Thursday, October 3, 1996.
