Call to Order and
Present (Agenda Item 1)
With a quorum of the Board members present, the Joint Workshop Meeting of the Allen City Council and
the Allen Independent School District (AISD) Board of Trustees was called to order by Vice President Stein at 7'09
p.m. and with a quomm of the Councilmembers present, the Joint Workshop Meeting of the Allen City Council
and the AISD Board of Trustees was called to order by Mayor Lilly at 7:50 p.m. on Wednesday, October 16, 1996,
in the AISD Administration Annex Conference Room, 200 S. Cedar, Allen, Texas

Rich Pawelko and Scott Ebert, Representatives of Lescher & Mahoney, presented an overview of their
objectives. The implementation of the goals of the resolutions of both the City Council and the AISD Board of
Trustees recognize on-site planning and design objectives, off-site planning and objectives, functional/relationship,
objectives and economic objectives.
On-site planning and design objectives include the following:
Create a seamless transition
Develop mixed-use functions
Allow orderly expansion on a phased basis
Provide compatible edges and smooth transitions
Accommodate park and recreation amenities and school academic/athletic functions
Reflect the heritage of the City and the school district in the development
Off-site planning and design objectives include the following:
Recognize the location and potential impact of the Central Business District (CBD)
Establish an activity hub central to the Allen, municipal and school district boundaries
Replace and enhance amenities available to the Saint Mary's neighborhood and surrounding
neighborhoods
Functional/relationship objectives include the following:
Accommodate and encourage the use of public transit and ride sharing
Develop and maintain a strong connection between dominant park and school site road systems
Economic objectives include the following:
Maximize the efficiency of in expenditures
Acknowledge work performed to date by designers for park and school parcels
The architects also reviewed the commonalities between the two entities which included drainage,
transportation, circulation, water and waste water, landscaping, site furnishings, lighting plan and light fixtures,
paving, water elements, building materials, amenities, character, views, artwork, maintenance, signage, security,
fire suppression, public relations, shared costs, architectural forms and references, and general site utilities.
The architects also reviewed various visual applications including vehicular entry marquees, railroad trestle
vernacular for bridges, pedestrian marquee, pylons of face brick, brick banding, and granite, signage format with
City/AISD "medallion" and standard applied directional signage, soil stabilization, site furniture, security features,
fences, railings, parking, and site design for the disabled.
The Council and the Board discussed the design plans and dealt specifically with parking requirements.
The Board and the Council directed the architects to incorporate various aspects of "Concept A," especially north
of Rivercrest and the various portions of "Concept B" south of Rivercrest and east of the creek. Another item to
be included in the next architectural drawing would be to allow for the walkways from the parking lot to the fields
to be a "park experience" and to include railroad -era subtleties throughout the plan.
