Call to Order and
Announce a O orum is Present (Agenda Rem 1)
With a quorum of the Councilmembers and Board members present, the Joint Meeting of the Allen City
Council and the Allen Independent School District Board of Trustees was called to order by President Andrew and
Mayor Terrell at 6:30 p.m. on Thursday, April 24, 1997, in the Curtis Middle School Library, 1530 Rivercrest
Boulevard, Allen, TX 75002.

City Secretary Judy Morrison administered the oath -of -office to newly appointed Mayor Stephen Terrell
who's term of office will expire May, 1998. She also presented Mayor Terrell with a Certificate -of -Appointment
as Mayor.

Mayor Terrell was congratulated by the Board of Trustees and the Board looks forward to working with the City
of Allen with Mayor Terrell at the helm.
AHS 2000 — An Educational Park (Agenda Item III)
Out for Bid on Phase I
Bob Curtis/Bryan Thruston
Bob Curtis, Property Services Director, reviewed the AHS 2000 Educational Park progress. Several
nems have already gone out to bid and progress is being made on those items. Rivercrest Drive is essentially
complete. Bidding several of these items separately has saved the School District approximately $2-300,000 rather
than including them in the construction bid. The school will he ready for the school year beginning August 1999
Another bond issue will need to be brought before the voters before the entire project is completed.
Allen Station Park — Out (Agenda Item IV)
for Bid Phase I — Jon McCarty
City Manager Jon McCarty reviewed the plat for Phase I of Allen Station Park which includes Cedar Drive.
This include a nineplex of baseball/softball fields, concessions/restrooins, hike and bike trails, parking areas and
roadways. Bids will be opened April 25,1997 and it is expected the fields will be ready to be played on in May
1998.
School Resource Officer Program/Security Strategic Plan (Agenda Item V)

Information was distributed regarding the three (3) year Strategic Security Plan throughout Allen
Independent School District. One additional School Resource Officer (SRO) at the high school is being considered
for the school year 1997-98. Two additional security personnel will be considered during the 1999 school year.
One additional SRO Officer with the City participation will be expected during that year.
Issues to be considered in the future include: Expectations on zero tolerance and establishment of a
separate Police Department as allowed under the Texas Education Code.
The Board concluded that the SRO's have been a tremendous success in the Allen Independent School
District (AISD) and the Board is very complimentary of the two (2) officers providing these services at the present
time. The Board is non-negotiable with regard to the Zero Tolerance Program and unanimously feel that the schools
job is to educate children rather than provide a Police Department as allowed under the Texas Education Code.

MOTION: Upon a motion made by Board Member Martin and a second by Board Member Meek, the School
Board voted seven (7) for and none (0) opposed to accept the calendar dates for joint meetings
throughout the next year
MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Powyszymki, the
Council voted six (6) for and none (0) opposed to accept the calendar dated for joint meetings
throughout the next year
Legislative Update (Agenda Item VH)
Steve West briefed the joint group on the property tax issues which have a tremendous impact on the school
system. He reported the AISD has been participating in a fast growth school coalition which addresses concerns
regarding fast growth areas and additional operating costs.
City Manager Jon McCarty discussed tax abatements and sales tax issues and the involvement the City has
had with the Coalition for Community Economic Development (CCED) with regard to erosion of local use of
moneys collected
Adiourn (Agenda Item VHI)
Mayor Stephen Terrell reminded everyone that a reception is being held on Sunday April 27, 1997 for
Mayor Kevin L. Lilly at the Joe Farmer Recreation Center from 2:00-4:00 p.m.
MOTION: Upon a motion by Board Member Kerr and a second by Board Member Martin, the School Board
voted seven (7) for and none (0) opposed to adjourn the Joint Council/AISD meeting at 7'40 p.m.
on Thursday, April 24, 1997 The motion carried.
MOTION: Upon a motion by Councilmember Gallagher and a second by Councilmember Powyszynski, the
Council voted (6) for and none (0) opposed to adjourn the Joint Council/AISD meeting at 7,40
p.m. on Thursday, April 24, 1997 The motion carried.
