Announce a Ouorum is Present

The Special Called Meeting of the Allen City Council was called to order at 8:16 a in. on Saturday,
January 24, 1998, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Presentation of Concept Plans by Architectural Firms
(Agenda Item 1I)
City Manager Jon McCarty reviewed the purpose of the presentation. The architects are being asked to
focus on the concept plan for the City Hall facility
Parks and Recreation Director Don Horton encouraged the use of the discussion guide that was
presented to the City Council for the selection process; however, it will not be used in final tabulations.
8:15 a.m. Brinkley Sargent Architects
This group showed four concepts using Allen Drive as is and four concepts removing Allen
Drive. Parking is a real issue in this plan The schedule is achievable especially if the City
allows moving forward as scheduled. The site costs need to be kept at a minimum to reach the
desired budget for the project The majority of their firm's recent projects have come in near
budget.

The firm has technology experience including the US Senate Chambers. They have used a
variety of sound/visual systems, informational kiosks, and plan for future proofing technology,
since technology is undetermined for the future.
9:05 a.m. Corgan Associates, Inc.
Corgan Associates, Inc., reviewed three site plans on the property They are known as the
second largest architectural group in Dallas in charge of 35 area studios Money needs to be
put into the site itself and landscaping to enhance this project. They pride themselves in cost
control.
9:55 a.m. Break
10:05 a.m. HDR (Henningson, Durham and Richardson, Inc.)
HDR presented various site plans. They shared their proven track record in Collin and Dallas
Counties and particularly for Allen and Collin County residents. They have constructed over
6.5 million square feet recently with specific experience in the consolidation of governmental
agencies. A real emphasis is placed on teamwork and a focus on public involvement and public
presentations to the City Council. They are able to provide a low, medium and high cost
schedule for the City to actually make the determination on what is desired and where the
focused need is They design to cost. They also stressed the visibility of the Civic Center
project from US 75 if properly built.
10:55 a.m. Ron Hobbs Architects
Ron Hobbs Architects proposed site plan possibilities for the community He expressed that a
building must go beyond mere function in order to create an environment that will enhance the
lives of those that use it. He reviewed the location of the city hall being a center focus point
from various vehicular traffic ways. He also reviewed the concept of the plaza design and how
it ties together the entire community of Allen.
He also reviewed possibilities for future growth in this area including a possible arts center
He reviewed the conflicting needs of the city hall and how he would address those conflicting
needs. The landscape design might incorporate a monument feature, a mini -damn such as what
is now at Allen Station Park, a meandering stream to correspond to the rivers and streams
throughout Allen and the walkways to correspond with traffic patterns in Allen. It would be a
mini -representation of the entire City of Allen. He also reviewed the public input during the
design charette with regard to cultural and social experiences as a possibility in the future for
this area.
Mayor Pro Tem Kerr and Councilmember Owen left the Council bench due to prior engagements.

Mr Fred Belcher, 609 Ironwood Drive, Allen, Texas, questioned the southern boundary used by the
architects and the use of Allen Drive for proper traffic flow
Consider Selection of an Architect for Design (Agenda Item IV)
Services for Citv Hall
Council will make a final decision at its next regular meeting on February 5, 1998.

MOTION: Upon a motion made by Councilmember Gallagher and a second by Councilmember
Powyszynski, the Council voted seven (7) for and none (0) opposed to adjourn the Special
Called Meeting of the Allen City Council at 12:38 p.m. on Saturday, January 24, 1998. The
motion carried.
These minutes approved on the 5th day of February, 1998.
