With a quorum of the Councilmembers, Board members and Committee members present, the Triad
Meeting of the Allen City Council, Allen Independent School District Board of Trustees and Chamber of
Commerce Executive Committee was called to order 627 p.m on Thursday, February 12, 1998, at the Joe
Farmer Recreation Center, 1201 Bethany Drive, Allen, Texas

Topic Selection Process (Agenda Item II)
Superintendent Barbara Erwin presented background of the visioning process that the Triad has
participated in the past. It is the hope of the group to take the next step in this visioning process and to look at
a specialized topic that it can embrace and set a goal statement to take back to the three entities.
City Manager Jon McCarty introduced the presenters, Carolyn Warner and David Bolger, of
Corporate//Education Consulting, Inc.
Carolyn Warner reviewed the possible discussion topic options including developing a multi -mobile
transportation system, creating a balanced community housing plan, and creating a drug-free nurturing
community environment The group was asked for additional issues that might need to be visited in the future.
With no additional issues presented, the group voted on the discussion topic for the evening. A second
a vote was taken to finalize a topic which became "Creating a Dmg-Free Nuturing Community Environment "
Visioning Exercise (Agenda Item IIn
Chamber President John Sprague reviewed how the vision statement for the community was originally
developed many months ago. That vision is,
Allen. traditional in values
entrepreneurial in commerce.
unified in spirit.
The group was queried why the religious community was not involved in this topic. It was also
suggested that the Allen Community Outreach be involved. A survey is being developed to go out to the
citizenry regarding this issue It needs to be a community -wide survey and needs to be openly discussed The
Triad felt that it needed to tell the community what we are all about. In fact, the mission statement has not
been promulgated throughout the community at the present time.
The Triad reviewed areas that needed improvement or where questions such as involvement of
religious community, parents being a key to the entire topic, cost, civil rights and issues, zero tolerance, small
business and small business need help.
Comments from the Triad were characterized by entity so everyone that was aware of who might be
able to solve the problem. It was felt that we need to note the starting point of any survey and we need to
know what the success or failure of that survey is upon completion.
The entities used comment cards and divided their comment cards into catergories including big pay-off

implement. The group provided foundation stones to be used for a goal statement

Adopt Vision
(Agenda Item IV)
It was suggested that a goal statement be drafted by the next time each entity meets using the pay-off
list that is being distributed to everyone. Individual action items will be considered and addressed and it was
determined the group needs to meet within sixty days. Since each entity will be meeting prior to the next Triad
Meeting, each entity has been asked to discuss this goal statement.

The Allen City Council, Allen Independent School District Board of Trustees and Chamber of
Commerce Executive Committee adjourned the Joint Workshop at 9:50 p.m. on Thursday, February 12, 1998.
