With a quorum of the Councilmembers, Trustees and Board members present, the Triad Meeting of the
Allen City Council, Allen Independent School District Board of Trustees and Chamber of Commerce Executive
Board was called to order at 6.35 p.m. on Monday, March 29, 1999, in the Council Chambers of the Allen
Public Library, Two Allen Civic Plaza, Allen, Texas.

Update on Legislation Impacting the City, Allen ISD (Agenda Item H)
and the Chamber of Commerce
Mr. Michael Stanger addressed legislative issues that could affect the City of Allen. Core issues are
protecting home mle authority and local revenue sources and preventing mandates not funded by the state.
Mr. Steve West presented a list of legislative issues that could potentially impact the AISD. He
discussed the AISD Legislative Agenda that includes fast growth school adjustment, priority funding, health
insurance, fiscal year change, truth in taxation, certified tax rolls and teacher salary schedule link to
appropriations.
Mr. Steve Matthews discussed potential legislation that could impact local businesses.
Population/Demographics and Economic Update (Agenda Item III)
Ms, Marcie Diamond reviewed the demographics book, which contains information on population data,
governmental agencies, transportation and construction data.
Mr. David Pitstick reviewed projects underway and financial projections for the future.
Update on Drug Summit (Agenda Item IV)
Chief Bill Rushing reviewed the development of the war against drugs and the Interaction Initiative
developed by the Police Department as well as Education Initiative, Future Educational Programs, and
Enforcement Initiatives.
Ms. Betty Donaldson reviewed the dmg summit and its goals and what can be expected in the future.
Briefing of AHS 2000 (Agenda Item V)
Mr. Bob Curtis took the Council, Trustees and Executive Board on a computerized tour of the interior
and exterior of the Allen High School 2000.
City Hall Construction Update (Agenda Item VI)
Mr. Peter Vargas reviewed the City Hall construction project.
Natatorium Update (Agenda Item VH)
Mr. Don Horton reviewed the joint natatorium program addressing challenges facing the project. He
discussed the concept plan, location, recapture rate and the timeline.

Capital Improvements Program (CIP) Update (Agenda Item VIII)
Mr. Bill Petty reviewed the Comprehensive Plan and its relationship to the CIP process as well as the
amount of funding that will be needed for the CIP in the upcoming bond election.
Approve Future Meeting Dates (Agenda Item LX)
• June 10, 1999 - Joint Meeting - City Council/AISD Board of Trustees
• October 25, 1999 - Joint Meeting - City Council/AISD Board of Trustees
• March 23, 2000 - Triad Meeting - City Council/AISD Board of Tmstees/Chamber of Commerce Executive
Board
MOTION: Upon a motion made by Trustee Terrell and second made by Trustee Garcia, the Allen
Independent School District Board of Trustees voted seven (7) for and none (0) to approve the
future meeting dates as recommended. The motion carried.
MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Owen, the
Council voted six (6) for and none (0) opposed to approve the future meeting dates. The
motion carried.

The Triad Meeting of the Allen City Council, Allen Independent School District Board of Trustees and
Chamber of Commerce Executive Board was adjourned at 8:30 p.m. on Monday, March 29, 1999.
