Call to Order and Announce a Ouorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the special called session of the Public Hearing on the
Tax Rate of the Allen City Council was called to order by Mayor Terrell at 7:03 p.m. on Monday,
August 30, 1999, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Public Hearing on the Proposed Tax Rate as (Agenda Item II)
Required by Texas Truth -in -Taxation Statute
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the
proposed tax rate to do so at this time.
Ray Conrad, 1402 Red Tip Drive, Allen, Texas, spoke in opposition to the proposed tax rate He
expressed concerns regarding the amount of the reduction since there was an increase in property valuations
and the effect of the recently passed bond measures He also questioned the effect of tax abatements on the
City's tax rate.
Sharon Rettmeier, 1518 Sunflower Drive, Allen, Texas, asked what the reduction in the tax rate
would be.

Peter Achdleos, Allen, Texas, asked if the Allen Independent School District's Board of Trustees'
jurisdiction was different from the City Council's jurisdiction

June Coolness, 1509 Sunflower Drive, Allen, Texas, questioned the effect of reducing the current tax
rate on future tax rates for the City
Jay Conrad, 1402 Red Tip Drive, Allen, Texas, did not wish to speak but requested her opposition to
the proposed tax rate be recorded.
With no one else speaking either for or against the request, Mayor Terrell closed the public hearing.
City Manager Peter Vargas provided an overview of the tax rate calculations and the requirements of
the Truth -in -Taxation Statute
Council addressed the concerns expressed regarding tax abatements and the effect of the changes
made by the Texas Legislature on next year's budget process.
Mayor Terrell announced Council would consider the adoption of the proposed $39.3 million FY
1999-2000 budget and the proposed $0.574 tax rate at the September 2, 1999, Council meeting.
Adiourn (Agenda Item III)
MOTION: Upon a motion made by Councilmember Banlemay and a second by Comailmember Fulk,
the Council voted four (4) for and none (0) opposed to adjourn the special called session of
the Allen City Council at 7 16 p.m. on Monday, August 30, 1999 The motion carried.
