Call to Order and
Announce a Ouorum is Present (Agenda Item D
With a quomm of the Councilmembers and Board and Alliance members present, the Special Called
Workshop of the Allen City Council, Allen Library Board and Allen Arts Alliance was called to order at 6:15
p.m on Tuesday, November 2, 1999, in the Council Chambers of the Allen Public Library, Two Allen Civic
Plaza, Allen, Texas.
Discussion Regarding Development of the Library Master Plan (Agenda Item I1)
City Manager Peter Vargas reviewed the background of the Capital Improvements Program and the
development of the Library Master Plan A recent survey of citizens showed a desire for a joint library and
arts facility
Presentations (Agenda Item III)
Florence Mason, Consultant, F Mason and Associates, and Bill Hidell, Architect, Hidell Associates
Architects, reviewed the possible expansion series including the adaptive reuse of the current building,
proposed sites for the facility and cost series. Library demographics are expected to remain constant with the
access rate remaining very high Parking and a drive -up book return are of major concern for expansion of the
current building. Seven acres of land are needed for a building to serve 120,000 people with three to four

items (circulation and reference books and audiovisual materials) per person Other issues included parking,
setbacks, landscaping and green space
Discussion included library space allocations showing differences between the expansion of the present
library, adding branch libraries and constructing a new main library Additional discussion included the
features and services available
The Allen Arts Alliance Board requested information regarding a larger space for the arts and serving
the public on multiple evenings.
Council requested additional information from the consultants on the following issues:
• Focus group and survey data
• Features proposed for the library
• Future trends and directions for libraries
• Effect of school libraries on overall plan
• Adaptive reuse of the current library

• Cost of land in each option
• Effect on current bond sale and tax increases
• Viable site alternatives
• Programming for arts to gauge space needed
• "Stand alone" versus "branch" libraries
• Range of impact on taxing unit by additional $5,000,000, $10,000,000 or $20,000,000
Council also requested additional information from the Library Board on the two to three items needed
per capita.
Council discussion included the enhancement of the Central Business District if an expanded "state-of-
the-art" library were located there. Council listed its preferences on items relating to the library plan
• Use of a central library
• Various site locations be considered
• Phased plan, if possible
• Joint facility with the library and arts
