Call to Order and Announce a Ouorum is Present
With a quorum of the Councihnembers present, the Regular Meeting of the Allen City Council was
called to order by Mayor Terrell at 7.05 p.m. on Thursday, January 20, 2000, in the Council Chambers of the
Allen Public Library, Two Allen Civic Plaza, Allen, Texas Items discussed in the preceding workshop
included:
• Briefing Regarding the Selection for the Athletic Complex/Community Park
Councilmembers Thomas and Bartlemay will serve on the selection committee.
• Briefing on Architect Agreements for Fire Station with Administrative Facilities and Expansion
of Police and Court Facility

2. Present Plaques -of -Appreciation to Former Members of Various City Boards.

Mayor Terrell presented a Plaque -of -Appreciation to Mr Warren Johnson for his service on the Allen
Arts Alliance. Mr Jerry Higgins, who was unable to attend the meeting, will be mailed his Plaque -of -
Appreciation for his service on the Sign Control Board.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Owen,
the Council voted seven (7) for and none (0) opposed to approve and adopt all items on the
consent agenda as follows:
3. Approve Minutes of the January 6, 2000, Regular Meeting.
Council approved the Minutes of the January 6, 2000, Regular Meeting.
4. Adopt a Resolution Ordering the May 6, 2000, City Council Election.
Resolution No. 17%-1-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Ordering a Joint Election to be Held on May 6, 2000, for the Purpose of Electing the Mayor
and Three (3) Members, (Place Nos. 2, 4, and 6), to the City Council to Hold Office for a Period of
r Two Years; Designating Location of Polling Place; Ordering Notices of Election to be Given as
Prescribed by Law in Connection with Such Election.
5. Adopt a Resolution Authorizing the Execution of a Contract with the Elections Administrator of
Collin County to Provide Election Services and Authorizing a Joint Election Agreement with the
Allen Independent School District and Collin County Community College for the May 6, 2000,
General Election.
Resolution No. 1797-1-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Authorizing the Mayor of the City of Allen to Execute a Contract with the Elections
Administrator, Collin County, Texas, and a Joint Election Agreement with the Allen Independent
School District and Collin County Community College Pursuant to the Authority of Section 31
Subchapter D of the Texas Election Code to Provide Election Services in Regard to the Coordination,
Supervision, and Running of the May 6, 2000, Joint General Election with the Allen Independent
School District and Collin County Community College.
6. Set Thursday, May 11, 2000, as the Date for the Canvass of the General Election.

Adopt a Resolution Approving the Allen Public Library's Application to the Telecommunications
Infrastructure Fund Board for a Technology Advancement Grant.
Resolution No. 1799-1-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Authorizing the City Manager to act for and on Behalf of the City of Allen in Applying to the
Telecommunications Infrastructure Fund Board for a Technology Advancement Grant, and Certifying
that the City of Allen will Comply with the Regulations, Guidelines and Requirements of Said Program.

Adopt a Resolution Supporting the City of McKinney's Application for a Texas Preservation
Fund Grant for the Restoration of the Historic Collin County Courthouse.
Resolution No. 1800-1.00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Supporting the City Of McKinney's Application for a Texas Preservation Fund Grant for the
Restoration of the Historic Collin County Courthouse.

Adopt a Resolution Supporting The Dallas 2012 Bid Committee's Efforts to Secure the 2012
Olympic Games.
Resolution No. 1801-1-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Supporting the Dallas 2012 Bid Committee in Its Efforts to Secure the 2012 Olympic Games

Authorize Execution of a Contract with ProForma Architecture, Inc., for Architectural Design
Services for the Expansion to the Police and Court Facility.
Council authorized the City Manager to execute a contract with ProForma Architecture, Inc , in the
amount of $273,318 for architectural fees, $4,000 for programming and $8,000 for
constructability/estimating for architectural design services for the expansion to the Police and Court
facility

Authorize Execution of a Contract with HDR Architects for Architectural Design Services for the
Central Fire Station with Administrative Facilities.
Council authorized the City Manager to execute a contract with HDR Architects in the amount of
$274,500 for architectural design services for the Central Fire Station with administrative facilities.
13.
Rejection of Bids for the Bolin Park Concession and Restroom Facilities.
Council rejected all bids submitted for the construction of the Bolin Park concession and restroom
facilities based upon the low bid being substantially over budget.
14.
Authorize Execution of an Interlocal Cooperation Agreement with Collin County to Continue
Participating in the Road and Bridge Maintenance/Improvement Projects within the Corporate
Limits of Allen.

Council authorized the City Manager to execute an Interlocal Cooperation Agreement with Collin
County to continue participating in road and bridge maintenance/improvement projects within the
corporate limits of Allen.
15. Authorize Execution of an Interlocal Cooperation Agreement with the City of The Colony,
Texas, to Enter into a Cooperative Purchasing Program in Order to Purchase Police Vehicles.
Council authorized the City Manager to execute an Interlocal Cooperation Agreement with the City of

16. Approve a Variance as Recommended by the Sign Control Board to Walton Signage,
Representing Luby's Cafeteria, 805 W. McDermott Drive, for a Request to Place their Existing
Class 5 Sign Two Feet from the Property Line and Forty-one Feet from the Existing Back of the
Curb.
Council confirmed action by the Sign Control Board to grant a variance to Walton Signage,
representing Luby's Cafeteria at 805 W McDermott Drive, to relocate its existing Class 5 sign two
feet from the property line and 41 feet from the existing back of the curb.
17. Receive CIP (Capital Improvements Program) Status Report.
Council received the Capital Improvements Program Status Report.
The motion carried.
18. Presentation by Robert Medigovich, Municipal Coordinator with Community Waste Disposal,
Inc., Regarding the Refuse and Recycling Services for the City of Allen for 1999.
Greg A. Roemer, President, Community Waste Disposal (CWD), Inc., provided an update on the
statistics of recycling programs of the past year. He presented the City of Allen a Recycling
Certificate -of -Merit plaque for recycling 2,399 tons of recyclable material equivalent to 31,038 trees.
Council requested CWD consider recycling junk mad and encouraged the further education of new
residents on the City's recycling program. Council requested additional information on the percentage
of recyclables that are actually being recycled

Executive Session
In accordance with The Texas Local Government Code, Legal, Section 551.071, Property, Section
551.072, Personnel, Section 551.074, the Allen City Council convened into Executive Session at 7 15 p.m on
Thursday. January 20, 2000, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza,
Allen, Texas, in order to continue discussing matters pertaining to:
• Purchase of Property Located North of Exchange Parkway along Rowlett Creek for Park Purposes
The Executive Session adjourned at 7:50 p in on Thursday, January 20, 2000.
21. Reconvene and Consider Action on Items Discussed During Executive Session.
The Allen City Council reconvened into regular session at 7:54 p.m. on Thursday, January 20, 2000,
in he Council Chambers of the Allen Public Library No action was taken on the item discussed during
Executive Session.
MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 8:16 p.m. on Thursday, January 20, 2000. The motion carried.
These minutes approved on the 3rd day of February, 2000.
