Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called
to order by Mayor Terrell at 6:31 p m. on Thursday, May 11, 2000, in the Council Chambers of the Allen Public
Library, Two Allen Civic Plaza, Allen. Texas.

Consider All Matters Incident and Related to the General Election
Held on May 6.2000
1. Canvass of Election Returns.
City Secretary Judy Morrison reviewed for the City Council the election returns for the City Council
General Election of the Mayor and Councilmembers Place Nos. 2, 4 and 6 She distributed and
reviewed handout materials including early voting totals, Election Day totals, and the combined
Election Day and early voting totals. She also reviewed voting statistics including the number of
registered voters, 22,600, which indicated a 9.0% voter turnout. The precinct totals verified the
following results:

2. Approve a Resolution Declaring the Results of
the General Election.
Resolution No. 1829-5-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Declaring the Results of the General Election of the Allen City Council Held on May 6, 2000.
MOTION: Upon a motion by Councilmember Gallagher and a second by Mayor Pro Tem Kerr, the Council
voted six (6) for and none (0) opposed to approve Resolution No 1829-5-00(R) as previously
captioned. The motion carried.
3. Administration of Oaths -of -Office and Presentation of Certificates -of -Election.
City Secretary Judy Morrison administered the Oaths -of -Office to re-elected Mayor Steve Terrell,
Councilmember Susan Bartlemay, Place No. 4 and Councilmember Melissa Owen, Place No. 6, and
newly elected Councilmember Richard Buchanan, Place No. 2. Ms. Morrison presented the Certificate -
of -Election to Mayor Terrell. Mayor Terrell presented the Certificates -of -Election to Councilmembers
Buchanan, Bardemay and Owen and offered congratulations to those individuals.
4. Election of Mayor Pro Tem.
MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Bartlemay,
the Council voted six (6) for and none (0) opposed to table the election of the Mayor Pro Tem to
the May 18 regular meeting. The motion carried.

Approve an Ordinance Annexing 18± Acres of Land Located at the Northeast Corner of Custer
Road and Hedgcoxe Road.
Ordinance No. 1830-5-00: An Ordinance of the City Council of the City of Allen, Collin County,
Texas, Annexing 18.0837 Acres Located in the Grizzel Kennedy Survey, Abstract No. 499, Collin
County, Texas, and More Particularly Described in Exhibit `A" Attached Hereto; and Extending the
Boundary Limits of the City so as to Include Said Property Within the City Limits and Granting to all
Inhabitants and Owners of Said Property all of the Rights and Privileges of Other Citizens and Binding
all Inhabitants Therein by all the Ordinances, Acts, Resolutions and Regulations of Said City; Adopting
a Service Plan for the Extension of Municipal Services Attached Hereto as Exhibit "B", Providing a
Severability Clause; and Providing for the Effective Date of Said Ordinance.
MOTION: Upon a motion by Councilmember Bartlemay and a second by Councilmember Owen, the
Council voted six (6) for and none (0) opposed to adopt and approve Ordinance No. 1830-5-00
as previously captioned annexing 18.0837 acres of land into the City of Allen. The motion
carried.

MOTION: Upon a motion made by Councilmember Gallagher and a second by Councilmember Bartlemay,
the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 7:00 p.m on Thursday, May 11, 2000. The motion carried
