Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order
by Mayor Terrell at 7:10 p.m. on Thursday, July 6, 2000, in the Council Chambers of the Allen City Hall, One
Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included
• Briefing Regarding the Design Development of the Central Fire Station with Administrative Offices
• Briefing Regarding the Youth After School Program
Items discussed at the July 5, 2000, Joint Workshop of the Parks and Recreation Board and the City Council
included:
• Community Park (Malone Drive and Bivercrest Boulevard)

2. Proposal to Establish a Parade of Lights Event — Chamber of Commerce

Ms Sharon Mayer, Executive Director of the Allen Chamber of Commerce, introduced Ms. RaDonna
Hessel and Ms. Janet Coffey, representatives from the Grand Prairie Chamber of Commerce, who
provided information on the Parade of Lights held in the Joe Pool Lake area.
Consent Aeenda
MOTION: Upon a motion made by Councdmember Fulk and a second by Councilmember Bartlemay, the
Council voted seven (7) for and none (0) opposed to approve and adopt all items on the consent
agenda as follows:
3. Approve Minutes of the June 15, 2000, Regular Meeting.
4. Accept Resignation from Mr. Randel West and Declare a Vacancy in Place No. 7 of the Planning
and Zoning Commission.
5. Take Action on a Variance to Edwin Place Partners, Ltd., K. Scott Williams and Elisabeth Rowold
Garciamendez, as Recommended by the Sign Control Board, to Allow a Class 5 Monument Sign at
the Colonial Professional Building, 333-335 N. Allen Drive, to be Seven Feet from a Drive Cut and
23 Feet from the Back of the Curb.
Council approved the vanance request as recommended by the Sign Control Board.
6. Consider Approval of an Amendment to the Tax Abatement Agreement for Inter -Commercial
Business Systems, Inc.
Council approved an amendment to waive the minimum employee requirement in the tax abatement for
Inter -Commercial Business Systems, Inc , and authorized the Mayor to execute all necessary documents
7. Consider Approval of the Schematic Design and Development Plan by HDR Architecture, Inc., for
the Central Fire Station with Administrative Offices.
8. Acknowledge the New Five -Year Work Program of the Allen Community Development
Corporation and Approve Projects Contained in Fiscal Years 1999-00 and 2000-01.
9. Receive CIP (Capital Improvement Program) Status Report.
The motion earned.

10. Adopt an Ordinance Amending the Code of Ordinances, Chapter 14, Section 14-3 (1), Fee Schedule
for the Cost of Water Meters.
Ordinance No. 1849-7-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Amending Chapter 14, Article I, Section 14-3 (1) to Amend the Fee Schedule for Tap Fees and Meter

MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to approve and adopt Ordinance No. 1849-7-00
as previously captioned amending the Fee Schedule for Tap Fees and Meter Setting Charges;
Providing for a Repealing Clause. The motion carred.
11. Adopt an Ordinance Amending the Code of Ordinances, Chapter 6, Property Maintenance Code
and Chapter 9, Traffic, Regulating the Parking of Trucks and Commercial Vehicles.
Ordinance No. 1850-7-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Amending Chapter 6, Article IV Property Maintenance Code, Section 6-81 to Add Defimtions; by
Amending Section 6-85(T) Relating to the Parking and Storage of Vehicles; Amending Chapter 9, Article
VIII, Section 9-203 Relating to Truck Routes; by Amending Section 9-227(A) and (B) Relating to
Puking in Residential Districts; by Adding Section 9-229 to Prohibit the Parking of Commercial Vehicles
in Residential Districts; Providing for a Severability Clause; Providing for a Repealing Clause; Providing
for a Savings Clause, Providing for a Penalty of Fine not to Exceed the Sum of Five Hundred Dollars
($500) for Each Offense, except however, where a Different Penalty has been Established by State Law for
Such Offense the Penalty Shall be that Fixed by State Law, and for any Offense which is a Violation of any
Provision of Law that Governs Fire Safety, Zoning, or Public Health and Sanitation, Including Dumping of
Refuse, the Penalty shall be a Fine not to Exceed the Sum of Two Thousand Dollars ($2,000) for Each
Offense; and Providing for an Effective Date.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Fulk, the
Council voted six (6) for and one (1) opposed with Mayor Pro Tem Gallagher casting the
negative vote, to approve and adopt Ordinance No. 1850-7-00 as previously captioned to amend
the parking requirements for certain commercial vehicles in residential areas with the following
amendment to the definition of a recreation vehicle. "The term includes, but is not limited to, a
travel trailer, camping trader, truck camper, motor home, including a truck used exclusively to
tow or haul a recreational vehicle, truck trailer, or other vehicle." The motion carred.
Council directed Staff to research whether weight classifications should be included as part of the
ordinance.
12. Adopt an Ordinance Amending the Code of Ordinances, Chapter 6, Article III, Solid Waste
Regulations and Establishing Rates and Fees for Solid Waste Collection/Recycling Services.
Ordinance No. 1851-7-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Amending Chapter 6, Article III Solid Waste by Amending the Regulations for Solid Waste Collection,
by Establishing Fees and Charges for Solid Waste Collection and Recycling Services; Providing a
Repealing Clause; Providing a Severability Clause; Providing a Savings Clause; Providing a Penalty of
Fine not to Exceed the Sum of Two Thousand Dollars ($2,000) for Each Offense; and Providing for an
Effective Date.

the Council voted seven (7) for and none (0) to approve and adopt Ordinance No. 1851-7-00 as
previously captioned amending the solid waste regulations for the City of Allen. The motion
carried
13. Adopt a Resolution Establishing Rates and Fees for Solid Waste Collection/Recycling Services.
Two new fees were for open top containers and recycling for multi -family,
Resolution No. 1852-7-00(R): A Resolution of the City Council of the City of Allen, Collin County,
Texas, Establishing Fees and Rates for Solid Waste Collection Services; Providing a Repealing Clause;
Providing a Severability Clause; and Providing an Effective Date
MOTION: Upon a motion made by Councilmember Fulk and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to approve and adopt Resolution No. 1852-7-
00(R) as previously captioned to adjust the costs of the City's commercial solid waste and
recycling services and establish fees for the provision of the temporary commercial open top
containers and multi -family recycling. The motion carried
14. Authorize the City Manager to Negotiate and Execute an Amendment to the Contract with
Community Waste Disposal, Inc., for Solid Waste Collection/Recycling Services.
MOTION: Upon a motion made by Councilmember Fulk and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to authorize the City Manager to negotiate and
execute an amendment to the contract with Community Waste Disposal, Inc, for Solid Waste
Collection/Recycling Services. The motion carred.
15. Adopt a Resolution Approving the Parks, Recreation, and Open Space Master Plan 2000-2010.
Resolution No. 1853-7-00(R): A Resolution of the City Council of the City of Allen, Texas, Adopting
the Parks, Recreation, and Open Space Master Plan 2000-2010, Attached Hereto as Exhibit "A", and
Providing an Effective Date.
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Thomas, the
Council voted seven (7) for and none (0) opposed to approve and adopt Resolution No. 1853-7-
00(R) as previously captioned adopting the Parks, Recreation, and Open Space Master Plan 2000-
2010. The motion carred
Council requested an advanced study on already developed areas of the community, along with the
parks/people ratio.
16. Authorize Establishment of the Youth After School Program and Approve a Start Date of August
2000.

Council at 10:00 p.m. on Thursday, July 6, 2000. The motion earned.
