SPECIAL CALLED MEETING
PUBLIC HEARINGS ON THE BUDGET
AND THE TAX RATE
AUGUST 29, 2000

1. Call to Order and Announce a Quorum is Present.
With a quorum of the Councilmembers present, the special called meeting to hold public hearings on the
budget and the tax rate was called to order by Mayor Terrell at 7:02 p.m. on Tuesday, August 29, 2000, in
the Council Chambers of the Allen City Hall, One Allen Civic Plaza, Allen, Texas.
Public Hearing on the Budget as Required by Article 4.04 of the Allen City Charter.
Mayor Terrell opened the public hearing and asked for anyone wishing to speak on this item to do so at
this time.
Shea Gnmes, 406 Azalea, Allen, questioned an erroneous report in The Allen American. The City
Manager indicated the City has a $28 million surplus which is a policy -induced fund balance for
emergencies There will be 30 new positions allocated in this year's budget.

3. Public Hearing on the Tax Rate as Required by the Texas Truth -in -Taxation Law.
Mayor Terrell opened the public hearing and asked for anyone wishing to speak on this item to do so at
this time.
Sherr Grimes, 406 Azalea, Allen, indicated the decrease in the tax rate appears to be an increase in taxes
due to publication format. Ms Grimes requested additional attention be given to Story Park, stating that
current parks need to be better maintained pnor to building additional park facilities.
With no one else wishing to speak, Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Counmlmember Fulk, the
Council voted seven (7) for and none (0) opposed to set September 7, 2000, as the date to set the
tax rate for the City of Allen The motion carred.
4. Items of Interest.
There were no items of interest.
5. Adjourn.
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to adjourn the special called meeting to hold
public hearings on the budget and the tax rate at 7:21 p m. on Tuesday, August 29, 2000. The
motion carred.
