Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order
by Mayor Terrell at 7:13 p.m. on Thursday, September 7, 2000, in the Council Chambers of the Allen City Hall,
One Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included.

Mayor Terrell presented a Plaque -of -Appreciation to Lon Martens Fairchild for her service to the City of
Allen on the Allen Arts Alliance Board from April 1998 to August 2000

MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to approve and adopt all items on the consent
agenda as follows'
3. Approve Minutes of the August 17, 2000, Regular Meeting.
4. Approve Minutes of the August 22, 2000, Special Called Meeting, Public Hearing on the Budget.
5. Approve Minutes of the August 29, 2000, Special Called Meeting, Public Hearings on the Budget
and the Tax Rate.
6. Adopt an Ordinance Amending the Code of Ordinances, Chapter 2, "Administration,"
Establishing the Powers and Authority of the City Manager.
Ordinance No. 1869-9-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
by Amending Chapter 2, Article VII, Section 2-102, to Establish the Powers and Authority of the City
Manager; Providing a Repealing Clause; Providing a Severability Clause; and Providing for an Effective
Date.
7. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, "Motor Vehicles and Traffic,"
Establishing a Speed Limit on Alma Road between Exchange Parkway and SH 121.
Ordinance No. 1870-9-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Amending the Code Of Ordinances, by Amending Chapter 9, "Motor Vehicles and Traffic," Article V,
"Operation of Vehicles," Division 2, "Speed Regulations," Section 9-135, Establishing the Maximum
Prima Facie Speed Limits upon Alma Drive, or Parts thereof within the Corporate Limits of the City of
Allen; Providing for a Repealing Clause; Providing for a Severability Clause; Providing for a Penalty of
Fine Not to Exceed the Sum of Two Hundred Dollars ($200) for Each Offense; and Providing for an
Effective Date.
8. Authorize Execution of Agreements with the Texas Department of Transportation Regarding
TEA -21 Funded Projects:
(A) Widening of Bethany Drive between US 75 and Allen Heights Drive;
(B) Widening of SH 5 between Exchange Parkway and Stacy Road; and,
(C) Intersection Improvements at McDermott Drive and Century Parkway.
9. Award Bid and Authorize Execution of a Contract with Lasseter Bus and Mobility in the Amount
of $73,638 for the Purchase of a 24 Passenger Bus/MID BUS.
The City Council authorized the City Manager to execute a contract in the amount of $73,638 with the
lowest and best bidder, Lasseter Bus and Mobility, for the 24 passenger/MID BUS to be used by the Parks
and Recreation Department for transportation of participants in various parks programs

10. Accept Required Certifications from Tax Assessor/Collector's Office.

11. Receive the Summary of Property Tax Collections as of July 31, 2000.
12. Receive the CIP (Capital Improvement Program) Status Report.
The motion carred.
13. Approve the Following Items Related to the 2000-2001 Fiscal Year Budget.
(A) Adopt an Ordinance Approving and Adopting the Budget for the Fiscal Year Beginning
October 1, 2000, and Ending September 30, 2001, and Appropriating the Various Amounts
Required for Such Budget.
Ordinance No. 1871-9-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Adopting a Budget for the Fiscal Year Beginning October 1, 2000, and Ending September 30, 2001,
Appropriating the Various Amounts Required for Such Budget, Providing for Recording of the
Ordinance. Providing for a Repealing Clause; Providing for a Severability Clause; and Providing for an
Effective Date,
MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Bartlemay, the
Council voted seven (7) for and none (0) opposed to approve and adopt Ordinance No. 1871-9-00
as previously captioned. The motion carred.
(B) Adopt an Ordinance Adopting the Tax Rate and Levying the Ad Valorem Taxes for the
Fiscal Year Beginning October 1, 2000, and Ending September 30, 2001.
Ordinance No. 1872-9-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas,
Adopting the Tax Rate and Levying the Ad Valorem Taxes for the Fiscal Year 2000-2001 to Provide
Revenue for the Payment of Current Expenditures; Providing a Severability Clause; Providing a
Repealing Clause; and Providing an Effective Date.
MOTION: Upon a motion made by Councilmember Falk and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to approve and adopt Ordinance No. 1872-9-00
as previously captioned. The motion carried.
14. Conduct a Public Hearing and Consider Approval of an Ordinance Authorizing Amendments to
the Allen Thoroughfare Plan by Amending the 1998 Comprehensive Plan.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request to
do so at this time.
Mr. Bind Meyer of Carter & Burgess was present representing Twin Creeks. He expressed concern
regarding the bridge crossing at Rowlett Creek.

With no one else spealong, Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Bartlemay, the
Council voted seven (7) for and none (0) opposed to table this item until the September 21, 2000
meeting to allow time for an updated plan to be presented. The motion carried.
15. Adopt an Ordinance Amending the Code of Ordinances, Chapter 11, "Parks and Recreation,' by
Amending the Powers and Duties of the Parks and Recreation Board, Amending the Use of Public
Parks and Providing for Fees to be Set by Resolution.
Ordinance No. 1873-9-00: An Ordinance of the City Council of the City of Allen, Collin County,
Amending Chapter 11, Article I, Article II, and Article III by Amending the Powers and Duties of the
Parks and Recreation Board; by Amending the Rules for the Use of Public Parks; Providing for Fees to be
Established by Resolution of the City Council; Providing a Sevembihty Clause; Providing a Savings
Clause, Providing a Repealing Clause; Providing for a Penalty of Fine not to Exceed the Sum of Five
Hundred Dollars ($500) for each Offense; and Providing for an Effective Date.
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Falk, the
Council voted seven (7) for and none (0) opposed to approve and adopt Ordinance No. 1873-9-00
as previously captioned, with changes as discussed:
Sec. 11-18 (3) include motorized scooters,
Sec. 11-18 (26) delete last phrase,
Sec. 11-18 (27) amend to read "any" amphitheater.
The motion carred.
16. Adopt a Resolution Amending the Charges and Fees for the City of Allen Public Recreation
Programs and Park Facilities.
Resolution No. 1874-9-00(R): A Resolution of the City of Allen, Collin County, Texas, Establishing
Fees for the Use of Park and Recreation Facilities, Providing for a Repealing Clause, and Providing an
Effective Date.
MOTION: Upon a motion made by Councilmember Fulk and a second by Councilmember Bartlemay, the
Council voted seven (7) for and none (0) opposed to approve and adopt Resolution No. 1874-9-
00(R) as previously captioned The motion carred.
17. Award Bid and Authorize Execution of a Professional Services Agreement with MESA Design for
a Fee not to Exceed $59,500 for the Development of a Median/Thoroughfare Design Plan.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to authorize the City Manager to negotiate and

execute a professional services agreement with MESA design for a fee not to exceed $59,500 for
the development of a median/thoroughfare design plan The motion camed.
18. Award Bid and Authorize Execution of a Contract with Randall -Blake, Inc., in the Amount of
$764,781.17 for the Construction of Bethany Ridge, Glendover and Twin Creeks Neighborhood
Parks.
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Fulk, the
Council voted seven (7) for and none (0) opposed to award the bid to the lowest and best bidder,
Randall -Blake, Inc., and to authorize the City Manager to enter into a contract with Randall -
Blake, Inc., in an amount not to exceed $764,781.17 for the construction of Bethany Ridge,
Glendover and Twin Creeks neighborhood parks. The motion carred.
19. Award Bid and Authorize Execution of a Contract with Hadden Landscaping, Inc., in the Amount
of $247,042 for the Phase I Landscaping of the Municipal Complex.
MOTION: Upon a motion made by Councilmember Buchanan and a second by Councdmember Owen, the
Council voted seven (7) for and none (0) opposed to award the bid to the lowest and best bidder,
Hadden Landscaping, Inc., and to authorize the City Manager to enter into a contract with
Hadden Landscaping, Inc., in an amount not to exceed $247,042 for the Municipal Complex
Phase I landscaping. The motion carred.

23. Reconvene and Consider Action on Items Discussed during Executive Session.
The Executive Session was not held
MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Falk, the
Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City
Council at 10:16 p.m on Thursday, September 7, 2000. The motion carred.
