Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7.05 p.m. on Thursday, October 5, 2000, in the Council Chambers of the Allen City
Hall, One Allen Civic Plaza, Allen, Texas Items discussed in the preceding workshop included:
• Briefing Regarding the Malone Community Park Master Plan
Items discussed at the September 30, 2000, Special Called Workshop of the Council included
• Discussion Regarding Proposed Amendments to the Allen Thoroughfare Plan by Amending the 1995

Regarding the Wildflower
Ceremony to be held on October 21, 2000.
MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Bartlemay, the
Council voted seven (7) for and none (0) opposed to approve and adopt all items on the consent
agenda as follows
5. Approve Minutes of the September 21, 2000, Regular Meeting.
6. Approve a Resolution Supporting Legislation Regarding Electronic Red Light Enforcement.
RESOLUTION NO. 1879-10-00(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING THE PASSAGE OF ENABLING
LEGISLATION FOR PHOTOGRAPHIC RED LIGHT ENFORCEMENT IN THE 77 To TEXAS
LEGISLATURE, AND PROVIDING FOR AN EFFECTIVE DATE.

7. Award Bid, Set a Budget of $61,000 and Authorize Execution of an Agreement with R -Con, Inc.,
for the Highpoint Waterline Project.
Council authorized the City Manager to execute an agreement with the low bidder, R -Con, Inc., for
$45,921 for the Highpoint Waterline Project and set a project budget of $61,000.
8. Award Bid and Authorize Execution of a Contract with Village Ford of Lewisville in the Amount
of $145,950 for the Purchase of Seven Patrol Vehicles.
Council authorized the City Manager to execute a contract with the low bidder, Village Ford of
Lewisville, for the purchase of seven patrol vehicles at a per unit price of $20,850 for a total of
$145,950.
9. Receive the Summary of Property Tax Collections as of August 31, 2000.
10. Receive the CIP (Capital Improvement Program) Status Report.
The motion carred
11. TABLED ITEM: Consider Approval of an Ordinance Authorizing Amendments to the Allen
Thoroughfare Plan by Amending the 1998 Comprehensive Plan.
MOTION: Upon a motion made by Councilmember Bartlemay, and a second by Counmlmember Falk, the
Council voted seven (7) for and none (0) opposed to remove this item from the table. The
motion carred.
Mayor Terrell stated that the public hearing had been held previously, but he would allow anyone
wishing to speak either for or against the request to do so at this time.
Brad Meyer, Vice President of Carter & Burgess, Inc., spoke on behalf of the Twin Creeks
development. He stated that Twin Creeks would agree to donate one acre of land to the City for the
construction of a fire station and commit to develop a product of two per acre if the City would not
adopt the construction of the proposed bridge. Allowing the bridge to be constructed will cause Twin
Creeks to reevaluate its proposed product.
Kim Kramer, 1212 Waterdown Drive, Allen, Texas, spoke in opposition to the proposed bridge.
Robert Barrette, 1904 Bridgewater Drive, Allen, Texas, did not speak but registered his support for the
proposed Thoroughfare Plan.

ORDINANCE NO. 1880-10-00: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE 1998 COMPREHENSIVE PLAN,
ORDINANCE NO. 1616-7-98 BY AMENDING A PORTION OF THE TRANSPORTATION
ELEMENT OF THE 1998 COMPREHENSIVE PLAN, TABLE 4.6 THOROUGHFARE PLAN AND
PLATE 5 MAJOR THOROUGHFARE PLAN, PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Buchanan,
the Council voted five (5) for and two (2) opposed with Mayor Pro Tem Gallagher and
Councilmember Folk casting the negative votes, to approve and adopt Ordinance No. 1880-10-
00 as previously captioned to approve an amendment to a portion of the transportation element
of the 1998 Comprehensive Plan and Thoroughfare Plan with the collector street meeting the
roadway as a "T " The motion carried.
Council directed City Staff to address the following issues:
• Construct a narrower bridge (31 feet or less) since no parking is needed along the roadway.
• Narrow the 60 -foot nghtof-way as much as possible.
• Pedestrian walkways be located on different surface from bridge.
• Design a meandering road to slow down and eliminate cut -through traffic.
• Establish a City and community committee to help design an environmental friendly bridge and
enhance the landscaping.

Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 9.01 p.m. on Thursday, October 5, 2000. The motion carred.
