Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p.m. on Thursday, January 18, 2001, in the Council Chambers of the Allen City
Hall, One Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included.

3. Approve Minutes of the January 4, 2001, Regular Meeting.
4. Adopt an Ordinance Ordering the May 5, 2001, City Council Election, Authorizing the Execution
of a Contract with the Elections Administrator of Collin County to Provide Election Services and
Authorize a Joint Election Agreement with the Allen Independent School District for the May 5,
2001, General Election.
ORDINANCE NO. 1914-1-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ORDERING A JOINT ELECTION TO BE HELD ON MAY 5,
2001, FOR THE PURPOSE OF ELECTING CITY COUNCILMEMBERS FOR PLACE NOS. 1, 3,
AND 5; ORDERING AN ELECTION ON PROPOSED AMENDMENTS FOR THE HOME RULE
CHARTER OF THE CITY OF ALLEN FOR MAY 5,2001; PROVIDING FOR THE PUBLICATION
AND POSTING OF NOTICE; PROPOSING AMENDMENTS TO THE HOME RULE CHARTER
OF THE CITY OF ALLEN; PROVIDING FOR EARLY VOTING, AND PROVIDING AN
EFFECTIVE DATE.
Council authorized the Mayor to execute a contract with the Elections Administrator of Collin County
to provide election services and authorize a Joint Election Agreement with the Allen Independent
School District for the May 5, 2001, General Election.
5. Set Thursday, May 10, 2001, as the Date for the Canvass of the General Election.
6. Adopt an Ordinance Changing the Name of Driftwood Drive in Lost Creek Ranch Phase I
Addition to Branch Creek Drive.
ORDINANCE NO. 1915-1-01; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, CHANGING THE NAME OF DRIFTWOOD DRIVE IN THE
LOST CREEK RANCH PHASE 1 ADDITION TO BRANCH CREEK DRIVE, PROVIDING FOR A
SEVERABILITY CLAUSE; PROVIDING FOR A REPEALING CLAUSE, AND PROVIDING FOR
AN EFFECTIVE DATE.
7. Authorize Execution of an Engineering Services Contract with Black & Veatch Corporation for
an Amount not to Exceed $430,000 for the Stacy Road Pump Station Expansion.
Council authorized the City Manager to execute a contract in the amount of $430,000 with Black &
Veatch Corporation, the lowest and best bidder, for the Stacy Road Pump Statin Expansion.
8. Authorize Execution of an Interlocal Cooperation Agreement with Collin County to Continue
Participating in the Road and Bridge Maintenance/Improvement Projects within the Corporate
Limits of Allen.
Council authorized the City Manager to execute an Interlocal Agreement with Collin County to
continue participating in road and bridge maintenance/improvement projects within the corporate limits
of Allen.
9. Authorize Execution of a Contract with Southwest Securities for Financial Advisory Services.
Council authorized the City Manager to execute a contract with Southwest Securities for financial
advisory services for a term of two years.

10. Receive the Summary of Property Tax Collections as of November 30, 2000.
11. Receive the CIP (Capital Improvement Program) Status Report.
The motion carried.
12. Conduct a Public Hearing and Consider the Approval of an Ordinance Amending Article VIII,
Section 8.05.2, Thoroughfare Design Standards, of the Allen Land Development Code by
Reducing the Minimum Median Open Space Required on Thoroughfares Classified P8D and
P61) from 1,300 feet to 900 feet and Reducing Minimum Median Open Space as Required on
Thoroughfares Classified M61) from 880 feet to 660 feet; and Amend Section 8.05.4 Design
Details to Provide Approval of Variances to the Location of Median Openings by the City
Engineer under Certain Conditions.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request
to do so at this time
Mr. Mark Pacheco, 9401 LBJ Freeway, Suite 300, Dallas, Texas 75243, spoke in favor of the proposed
ordinance. He stated it would allow adequate access to this property as well as others.
Mr. William Coduum, 500 South Ervay Street, Suite 112B, Dallas, Texas 75201, a consultant for Stacy
Standndge, spoke in favor of this item but requested Council consider increasing the variance at
intersections to 25%
Mr. Stacy Standridge, 3 Wooded Lane, Allen, Texas 75013, spoke in favor of the proposed ordinance.
He requested Council increase the variance at intersections to 25%.
Mr. Ben Whisenant, 6908 Shoreview Drive, McKinney, Texas 75070, spoke in favor of this ordinance.
He requested Council consider an increase in the variance at intersections to 25%.
With no one else speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 1916-1-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE,
ORDINANCE NO 1845-6-00, BY AMENDING ARTICLE VIH SECTION 8.05.2(J)
THOROUGHFARE DESIGN STANDARDS REDUCING THE MINIMUM MEDIAN OPENING
SPACE REQUIRED ON THOROUGHFARES CLASSIFIED P8D AND P6D FROM 1,300 FEET TO
900 FEET AND BY REDUCING MINIMUM THE MEDIAN OPENING SPACE REQUIRED ON
THOROUGHFARES CLASSIFIED M6D FROM 880 FEET TO 660 FEET; TO ADD SECTION
8.05.4 DESIGN DETAILS TO PROVIDE FOR APPROVAL OF VARIANCES TO THE LOCATION
OF MEDIAN OPENINGS BY THE CITY ENGINEER UNDER CERTAIN CONDITIONS,
PROVIDING A REPEALING CLAUSE; PROVIDING A SAVINGS CLAUSE, PROVIDING A
PENALTY OF FINE NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000); AND
PROVIDING AN EFFECTIVE DATE

MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Owen, the
Council voted seven (7) for and none (0) opposed to approve and adopt Ordinance No. 1916-1-
01 as previously captioned, with the following amendments to the Ordinance:
"Section 8.05.04(1)(c) "Based on sound engineering practice, the applicant can
demonstrate that safety, based on the proper design and speed of the roadway, is not
compromised; and
"Section 8.05.04(1)(d) "Roadway capacity and Level of Service (LOS) is not
compromised."
"Section 8.05.04(2)(a) "At the intersection of any two thoroughfares classified as
PBD, P61), M61) or M4D, the variance shall not exceed twenty-five percent (25%).
"Section 8.05.04(2)(d) "Unless extended by the City Engineer for a period not to
exceed twelve (12) months, the approval of any variance to the location of a median
opening shall expire unless the median opening is constructed within twenty-four (24)
months after the date of approval."
The motion carried.
Councilmember Owen stepped down from the Council Bench.
13. Adopt a Resolution Authorizing a Fee for all Returned Checks and Other Items.
RESOLUTION NO. 1917-1-01(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING A FEE FOR RETURNED CHECKS,
ELECTRONIC TRANSFERS OR BANK DRAFTS; PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember
Buchanan, the Council voted six (6) for and none (0) opposed to approve and adopt Resolution
No. 1917-1-01(R) as previously captioned. The motion carried.
Councilmember Owen returned to the Council Bench.
14. Rejection of Bids to Replace the Membrane Waterproofing Material on the Roof of the Allen
Public Library.
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councilmember Fulk, the
Council voted seven (7) for and none (0) opposed to reject the bids submitted for the
replacement of the library roof and resealing of the Joints between all rock fascia and for staff
to redesign the project to replace the roof with a single -ply membrane similar to the
construction of the original roof. The motion earned.

MOTION: Upon a motion made by Councdmember Owen and a second by Councilmember Fulk, the
Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 8:34 p.m. on Thursday, January 18, 2001 The motion carried.
