Call to Order and Announce a Quorum is Present.
With a quorum of the members present, the Triad Meeting was called to order by
Steve Terrell, Mayor, Allen City Council,
John Garcia, President, Allen ISD Board of Trustees, and
Steve Matthews, Chair, Chamber Executive Committee,
at 6:14 p.m. on Monday, January 22, 2001, in the Multi -Purpose Room at Anderson Elementary,
located at 305 N. Alder Drive, Allen, Texas.

2. Update Regarding the Xtreme Teen Program.
Don Horton, Director of Parks and Recreation, City of Allen, introduced the Xtreme Teens Team. The
Team presented items they would like to have available in the future. mall, movie theater, skating rink
& arcade, web page, teen concerts, fall fest, spring break-out, teen trips, teen classes, lock -ins and lock-
outs, night for teens, intramural sports, youth park, youth dance club, and youth facility. A copy of the
presentation will be provided to everyone for further review.
3. Update Regarding the Youth After School Program (YAP).
Niki Mattaso, YAP Program Coordinator, City of Allen, stated that the program will have 24 students,
5' and 6' graders, generally from Boyd and Rountree Elementary Schools, and based at Joe Farmer
Recreation Center
Mary Ann Knight, Director of Programs, Allen Community Outreach, reviewed the guidelines for
financial need qualifications
4. Briefing Regarding the Proposed Community Built Playground at Malone Park.
Don Horton, Director of Parks and Recreation, City of Allen, reviewed the basic plan: focusing on ages
5' grade down and providing restrooms and a very large play area.
Jim Waldbauer, Kiwanis Club, stated that the goal of this project is to bring the community together by
planning, designing, and building a community project
Mike McChesney, Kiwanis Club, stated that as a member of Kiwanis, the program will be presented to
all the service clubs in the City. Each station will be built by volunteers. A Steering Committee will be
formed consisting of nine individuals The project is expected to begin in 2002 after the completion of
the park It will be accessible to the handicapped.
5. Update on the School Resource Officer (SRO) Program.
Jerry Jones, SRO, reviewed statistics of drug use in elementary school -aged children
John Williams, Assistant Principal Representative, Norton Elementary School, Allen ISD, related how
the SRO Program has been a positive influence in the school.
Ricky Pollan, SRO, discussed procedures taken to aid and assist students, teachers and parents. They
teach drug / alcohol / tobacco awareness.
Sandra McCoy -Jackson, Principal, Norton Elementary School, Allen ISD, stated that the SRO Program
is a deterrent to what can go wrong and presents the students with a friend.
Carl Osborn, SRO, expressed appreciation to Chief Rushing and Superintendent Preston for the
backing of this Program.
Duke Sparks, Asst. to the Superintendent, Allen ISD, complimented the City of Allen on partnerships.
The SROs relate and care.

Bob Caudle, Principal, Allen High School, expressed appreciation for the officers and their willingness
to allow relationships to develop with the young adults.
Pamela Smith, Trustee, requested a list of the SROs and their school locations.
Update Regarding the Community Incentive Program for Drug Free Youth and the Youth
Summit.
P.J. Holland, Director of Student Services, Allen ISD — Community Summit, reviewed the pro -active
approach taken by AISD. A summit, known as the Community Youth Summit, will be held on
April 19, 2001, at 7:00 p in. The Adult Program: Media as a Risk Factor for Youth; Secondary Youth
Program General 2000 — Searching for Truth; and Elementary Youth Program: Heroes.
Jon Felty, Community Incentive Program, Police Officer, City of Allen, reviewed the D -FY -IT program ("Drug
Free Youth In Texas"). It gives recognition to students who are drug free This addresses the needs of our
youth. It would need to be set up as a 501(c)(3) entity to continue year after year. This could be a project of
Leadership Allen, as it will involve all major entities in the community This requires a budgetary impact. It
needs to be analyzed thoroughly from AISD's viewpoint and then brought back to the entire community The
use of grants was also discussed. It was suggested that all entities study this topic very carefully A report from
each group on what has been researched will be presented at the Triad's April 2, 2001 meeting.

The Triad meeting was adjourned at 8:34 p.m. on Monday, January 22, 2001.
