Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:08 p.m. on Thursday, February 1, 2001, in the Council Chambers of the Allen City
Hall, One Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included:
• Briefing Regarding the Malone Community Park Schematic Plan.
• Briefing Regarding the Color Scheme for the Police Department Building Expansion.

Consent Agenda
MOTION: Upon a motion made by Councdmember Bartlemay and a second by Councrlmember Fulk, the
Council voted five (5) for and none (0) opposed to approve and adopt all items on the consent
agenda as follows:
3. Approve Minutes of the January 18, 2001, Regular Meeting.

4. Approve Minutes of the January 22, 2001, TRIAD Meeting of the City Council, Allen
Independent School District Board of Trustees and the Chamber of Commerce Executive
Committee.
Adopt an Ordinance Changing the Name of Malone Road to Angel Parkway from its Intersection
with Stacy Road to its Intersection with Oak Tree Road.
ORDINANCE NO. 1918-2-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, CHANGING THE NAME OF MALONE ROAD TO ANGEL
PARKWAY FROM ITS INTERSECTION WITH STACY ROAD TO ITS INTERSECTION WITH
OAK TREE ROAD AS DESCRIBED ON EXHIBIT "A"; PROVIDING FOR A SEVERABILITY
CLAUSE; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE
DATE.
6. Award Bid and Authorize Execution of a Contract with Gilbert May, Inc., DBA Philips/May
Corporation, the Lowest and Best Bidder, in the Amount of 5303,121 for the Construction of the
Bethany Lakes Amenity Building Addition and Authorize Change Order #1 for the Asbestos
Abatement and Demolition to include Framing in the Amount of $17,460 for a Total
Construction Cost of $320,581.
Council authorized the City Manager to execute a contract with Gilbert May, Inc., DBA Phillips/May
Corporation, the Lowest and Best Bidder, in the Amount of $303,121 for the Construction of the
Bethany Lakes Amenity Building Addition and authorize the City Manager to execute Change Order #1
for the Asbestos Abatement and Demolition to include Framing in the Amount of $17,460 for a Total
Construction Cost of $320,581.
7. Authorize the Purchase of Two 6 -Yard Dump Trucks in the Amount of $92,736 from Southwest
International Trucks, Inc.
Council authorized the purchase of two 6 -yard dump trucks in accordance with an interlocal agreement
with the Collin County Governmental Purchasers Forum, on a bid prepared and bid by Collin County
S. Accept Resignation from Ms. Sheila Dauth and Declare a Vacancy in Place No. 3 of the Keep
Allen Beautiful Board.
9. Receive the CIP (Capital Improvement Program) Status Report.
The motion carried.
10. Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning from LI(C)
Light Industrial (Conditional) to O -Office District on 16± Acres of Land Located at the
���'''??? Southeast Corner of US 75 and Ridgemont Drive as Requested by Enterprise Office Center III.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request
to do so at this time.
With no one speaking, Mayor Terrell closed the public hearing

Council requested staff to review the requirements of Office and Garden Office Zoning in the Land
Development Code
11. Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning on a Portion of
Tract 3B of Planned Development No. 58 from MF -Multi -family to LI -Light Industrial on 5f
!^� Acres of Land Located Northwest of Exchange Parkway and SH 5 as Requested for Allen Station

ORDINANCE NO. 1920-2-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF

12. Authorize the City Manager to Execute the Appropriate Documents Accepting 11±Acres of Land
Located along Watters Branch, South of Bethany Drive and West of US 75, as a Donation from
the John Green Family.
MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Fulk, the
Council voted five (5) for and none (0) opposed to authorize the City Manager to execute the
appropriate documents accepting the donation of Ili acres of land located along Watters
Branch from the John Green family The motion carred

{ 13. Award Bid and Authorize Execution of a Contract with the Lowest and Best Bidder for the
Replacement of the Membrane Waterproofing Material on the Roo( of the Allen Public Library.
MOTION: Upon a motion made by Councilmember Falk and a second by Councilmember Buchanan, the
Council voted five (5) for and none (0) opposed to authorize the City Manager to execute a
contract in the amount of $61,658.55 with Cardinal Roofing, Inc., the lowest and best bidder,
for the replacement of the membrane waterproofing material on the Municipal Library roof
with a 60 mil. system, including a 15 -year manufacturer's warranty, and resealing of the joints
between all rock fascia stones The motion carred.

MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Buchanan, the
Council voted five (5) for and none (0) opposed to adjourn the regular session of the Allen City
Council at 8:30 p.m. on Thursday, February 1, 2001. The motion carried.
