Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:07 p.m. on Thursday, February 15, 2001, in the Council Chambers of the Allen City
Hall, One Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included:
• Briefing Regarding the Bid Process.
• Items discussed in the February 10, 2001 Special Called Council Workshop included:
Strategic Planning Workshop.
Pledge of Allegiance
1. Citizens' Comments.
• Presentation of a Proclamation to Tim Dentler, Park Services Manager, Parks and
Recreation, Recognizing Arbor Day in Allen on February 24, 2001.
2. Annual Review by Mr. Robert Medigovich, Municipal Coordinator for Community Waste
Disposal, Inc.
3. Presentation of a Plaque -of -Appreciation to Ms. Sheila Dauth, former Keep Allen Beautiful
Board Member.

Consent Aeenda
MOTION: Upon a motion made by Mayor Pro Tem Gallagher and a second by Councdmember
Bartlemay, the Council voted six (6) for and none (0) opposed to approve and adopt all items
on the consent agenda as follows
5. Approve Minutes of the February 1, 2001, Regular Meeting.
6. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, "Motor Vehicles and
Traffic," Establishing a Speed Limit on Hedgcoxe Road between Custer Road and Alma Drive.
ORDINANCE NO. 1921-2-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY
AMENDING CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC,- ARTICLE V, "OPERATION OF
VEHICLES," DIVISION 2, 'SPEED REGULATIONS," SECTION 9-135 ESTABLISHING THE
MAXIMUM PRIMA FACIE SPEED LIMIT FOR HEDGCOXE ROAD; PROVIDING FOR A
REPEALING CLAUSE; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR A
PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR
EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
7. Adopt a Resolution Authorizing the Use of a Direct Record Voting System for the Joint General
Election.
RESOLUTION NO. 1922-2-01(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE USE OF HART INTERCIVIC ESLATE
VOTING SYSTEM TO BE USED FOR THE MAY 5, 2001, JOINT GENERAL ELECTION WITH
THE ALLEN INDEPENDENT SCHOOL DISTRICT.
8. Receive a Petition and Prayer for Relief from the Texas Department of Transportation (TxDOT)
Initiating a Complaint Against the Texas Utilities Electric Company.
9. Authorize the City Manager to Execute the First Amendment to the Purchase and Sale
Agreement between the City of Allen, Emerson Partners, Inc., and Montgomery Farm Company,
Ltd.
10. Award Bid and Authorize Execution of a Contract with Southwest International Trucks, Inc., in
the Amount of $65,425 for the Purchase of a 12 -Yard Dump Truck.
Council authorized the City Manager to execute a contract with Southwest International Trucks, Inc., in
the amount of $65,425 for the Purchase of a 12 -Yard Dump Truck.
11. Receive the Quarterly Investment Report for Period ending December 31, 2000.
12. Receive the Quarterly Financial Report for Period ending December 31, 2000.
13. Receive the Summary of Property Tax Collections as of December 31, 2000.

14. Receive the CIP (Capital Improvement Program) Status Report.
The motion carried.
Reeular Aeenda
15. Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning from "AO" —
Agriculture/Open Space to "CC" — Corridor Commercial and "R-5" — Single -Family Residential
on 146± Acres of Land Located South of SH 121 and West of Alma Drive as Requested by Craig
Ranch H.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request
to do so at this time.
With no one speaking, Mayor Terrell closed the public heanng.
ORDINANCE NO. 1923-2-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE,
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING A CHANGE IN ZONING FOR
TRACT I CONTAINING 112 96 ACRES OF LAND OUT OF THE THOMAS PHILLIPS SURVEY,
ABSTRACT NO. 717 AND THE JAMES W PARSONS SURVEY, ABSTRACT NO. 705 FROM "AO"
— AGRICULTURE/OPEN SPACE TO "CC" — CORRIDOR COMMERCIAL AND BY GRANTING A
CHANGE IN ZONING FOR TRACT 2 CONTAINING 33.51 ACRES OF LAND OUT OF THE
THOMAS PHILLIPS SURVEY, ABSTRACT NO. 717 AND THE JAMES W PARSONS SURVEY,
ABSTRACT NO. 705 FROM "AO" — AGRICULTURF/OPEN SPACE TO "R-5" — SINGLE-FAMILY

Council voted six (6) for and none (0) opposed to approve and adopt Ordinance No. 1923-2-01
as previously captioned. The motion carried.
16. Conduct a Public Hearing and Adopt an Ordinance Amending Planned Development No. 78 to
Grant a Change in Zoning by Granting Specific Use Permit No. 83 for Outdoor Storage and
Display for Lot 1, Block 1, Allen Premium Outlets Located at the Northwest Corner of Stacy
Road and US 75 as Requested by the Chelsea Allen Development.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request
to do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.

18. Items of Interest.
Executive Session
In accordance with The Texas Local Government Code, Legal, Section 551.071; Property, Section 551.072;
Personnel, Section 551.074; Staff Presentations, Section 551 075; the Allen City Council convened into
Executive Session at 7:38 p.m. on Thursday. February 15, 2001, in the Council Conference Room, One Allen
Civic Plaza, Allen, Texas, in order to continue discussing matters pertaining to:
• Personnel - Annual Review of City Manager
• Personnel -Annual Review of City Secretary
The Executive Session was adjourned at 9 10 p.m. on Thursday, February 15, 2001.
19. Reconvene and Consider Action on Items Discussed during Executive Session.
The Allen City Council reconvened into regular session at 9:15 p.m. on Thursday, February 15,
2001, in the Council Chambers of the Allen City Hall. No action was taken on items discussed
during Executive Session.

MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Bartlemay, the
Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen City
Council at 9.18 p.m. on Thursday, February 15, 2001. The motion carred.
