Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7 12 p.m. on Thursday, March 1, 2001, in the Council Chambers of the Allen City
Hall, One Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included:
Update Regarding SH 121 — Toll Road or Tax Road.
• Items discussed in the February 28, 2001 City Council and Allen Economic Development
Corporation Joint Workshop included:
Review 4A Law and Allen Economic Development Corporation's (AEDC) Primary Mission.
2. Review Current AEDC Projects and Areas of Development.
3. Discuss Other Areas of Community Development.

MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Owen, the
Council voted six (6) for and none (0) opposed to approve and adopt all items on the consent
agenda as follows:
6. Approve Minutes of the February 1, 2001, Regular Meeting.
7. Approve a Resolution Authorizing the Execution of an Agreement with the Texas Department of
Transportation (TxDOT) to Accept the Selective Traffic Enforcement Program (STEP) Grant
Award of $20,000.

RESOLUTION NO. 1925-3-O1(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING AN AGREEMENT WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION TO ACCEPT THE SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM GRANT AWARD
8. Award Bid and Authorize Execution of a Contract with Hencie International, Inc., in the
Amount of $82,503 for the Installation of Landscape and Irrigation for the Custer Road Pump
Station, the Custer Water Tower and the Bethany Water Tower Sites.
Council authorized the City Manager to execute a contract with Heneie International, Inc., the lowest
and best bidder, for the installation of landscape and imgation for the Custer Road Pump Station, the
Custer Water Tower and the Bethany Water Tower sites, in an amount not to exceed $82,503.
Confirmation on a Variance to Confirm Action of the Sign Control Board to Approve a Request
by Bryan Burchfiel, Representing the Twin Creeks Development, to Approve a Sign Directing
Traffic to the Golf Club and making it a Permanent Monument Sign Constructed of Masonry
Materials.
10. Approve Bid and Authorize the City Manager to Issue Purchase Order No. 01-02-05-41178 with
the Houston -Galveston Area Council of Governments for the Purchase of Two (2) 3/4 -Ton
Pickup Trucks and One (1) Light Duty Pickup Truck for an Amount not to Exceed $56,450.51.
11. Receive the CIP (Capital Improvement Program) Status Report.
The motion carred.

12. Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning by Granting
Specific Use Permit No. 94 for a Restaurant/Private Club on It Acres of Land Located at the
Northwest Corner of Village Way and US 75 Service Road.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request
to do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 1926-3-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE,
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING SPECIFIC USE PERMIT NO.
84 FOR A RESTAURANT WITH PRIVATE CLUB ON PROPERTY ZONED PLANNED
DEVELOPMENT NO. 54, AND BEING FURTHER DESCRIBED IN EXHIBIT "A" ATTACHED
HERETO; PROVIDING FOR SPECIAL CONDITIONS; PROVIDING FOR APPROVING OF THE
SITE PLAN, FLOOR PLAN AND BUILDING ELEVATIONS ATTACHED HERETO AS EXHIBITS
"B; "C," AND "D" RESPECTIVELY, PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
SAVINGS CLAUSE; PROVIDING A REPEALING CLAUSE; PROVIDING FOR A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH
OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Buchanan and a second by Councilmember Owen, the
Council voted six (6) for and none (0) opposed to approve and adopt Ordinance No. 1926-3-01
as previously captioned. The motion earned.
13. Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning by Granting
Specific Use Permit No. 85 for a Minor Automotive Repair Business on 0.9t Acres of Property
Located near the Northwest Corner of SH 5 and Bethany Drive.
This item was withdrawn from the agenda at the request of the applicant and no action was taken
14. Consider an Appointment to the Vacancy on the Keep Allen Beautiful Board.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember
Buchanan, the Council voted six (6) for and none (0) opposed to appoint Less Stelcz to fill the
unexpired tern in Place No. 3 of the Keep Allen Beautiful Board and to set a tern expiration
date of September 30, 2003. The motion tamed.

Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen City
Council at 7:35 p.m. on Thursday, March 1, 2001. The motion carred.
