Call to Order and Announce a Quorum is Present.
With a quorum of the members present, the Triad Meeting was called to order by Mayor Steve Terrell,
Bob Rothe, Chamber Executive Committee Chair, and John Garcia, Allen ISD Board of Trustees
President, at 6:11 p.m. on Thursday, January 6, 2003, in the Training Room at the Ronald E. Gentry
Training Facilities of the Central Fire Station located at 310 Cenmry Parkway, Allen, Texas
Update Regarding the Arts of Collin County Project.
Mr Steve Matthews, Allen Representative for the Arts of Collin County, provided an update on the
status of the joint project. The Arts of Collin County Foundation has been created and is awaiting IRS
approval. He requested Council consider the adoption of an interim interlocal agreement so that funds
approved in the City's FY 2002-03 budget can be dispersed The group would also like to begin

negotiations between the four cities to draft a permanent interlocal agreement to create a local
government corporation, board of directors, funding and budgetary guidelines, and other issues.
3. Discussion Regarding the Proposed Allenwood/McDermott Park Project.
Mr. Dentler led a discussion between the groups on the proposed project. This property is owned by
the Allen Independent School District. AISD is conducting an appraisal of the property
4. Update Regarding Celebration Park.
Mr Dentler provided an overview of the Celebration Park project. Completion of the project is
expected in late May 2003.
5. Update Regarding the Central Library and Civic Auditorium.
Ms. Nkele provided an update on the Central Library and Civic Auditorium project.
6. Discussion Regarding Traffic Conditions around School Campuses.
Ms. Preston discussed two areas of concern for the District: 1) service during attendance boundary
changes, and 2) Allen High School
Chief Rushing informed the Triad that the Police Department had completed surveys of each school
campus. He recommended City staff and AISD staff work together to find solutions to these traffic
issues and bring forth recommendations to the Council and Trustees
Items of Interest.
• Next TRIAD Meeting -Monday, April 7—Chamber of Commerce will host
Adjourn.
The Allen City Council, Allen ISD Board of Trustees and the Chamber of Commerce Executive
Committee voted to adjourn the Triad Meeting at 7:21 p in on Thursday. January 6, 2003. The motion
carred.
