Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was
called to order by Mayor Terrell at 6:00 p.m. on Thursday, May 9, 2002, in the Council Chambers of the
Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas.

and Special Election Held on May 4, 2002
Canvass of Election Returns.
City Secretary Judy Morrison reviewed for the City Council the election returns for the City Council
General and Special Election of the Mayor, Councilmember Place Nos. 2, 4 and 6 and the Civil
Service proposition. She distributed and reviewed handout materials including early voting totals,
election day totals, and the combined election day and early voting totals. She also reviewed voting
statistics including the number of registered voters, 27,583, and 2,825 total votes, which indicated a
10.25% voter tumout. The totals verified the following results:

2. Approve a Resolution Declaring the Results of the General and Special Election
RESOLUTION NO. 2043-5-02(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE RESULTS OF THE
GENERAL AND SPECIAL ELECTION OF THE CITY OF ALLEN HELD ON MAY 4, 2002,
FOR THE MAYOR, CITY COUNCD,MEMBERS AND THE PROPOSITION FOR THE
ADOPTION OR REJECTION OF THE CIVIL SERVICE LAW; AND PROVIDING AN
EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Bartlemay and a second by Councilmember Stout, the
Council voted seven (7) for and none (0) opposed to approve Resolution No. 2043-5-02(R)
as previously captioned. The motion carried.

MOTION: Upon a motion made by Mayor Pro Tem Owen and a second by Councilmember Stout, the
Council voted seven (7) for and none (0) opposed to adjourn the Special Called Meeting of
the Allen City Coined at 6:10 p.m. on Thursday, May 9, 2002. The motion carred.
These minutes approved on the 16' day of May, 2002.
