Call to Order and Announce a Quorum is Present.
With a quorum of the members present, the Triad Meeting was called to order by Mayor Steve Terrell,
and Izzie Waller, Executive Committee Chair, at 6:09 p.m. on Thursday, September 5, 2002, in the
Training Room at the Ronald E. Gentry Training Facilities of the Central Fire Station located at 310
Century Parkway, Allen, Texas.
Briefing Reviewing the Drug Awareness Program.
Chief William S. Rushing presented information on the Drug Awareness Program instituted in the
Allen public school system assisted by the Allen Police Department. Officer Jon Felty provided
statistical information on narcotics prevention and enforcement by the Allen Police Department. The
Triad discussed additional ways to educate parents such as using the PTSA newsletters, Municipal
Messenger, and both the City and AISD cable channels.

3. Briefing Regarding the Youth After School Program.
Parks and Recreation Director Don Horton provided an update on the Youth After School program at
Reed. Rountree, Bolin and Boyd Elementary Schools. The City of Allen has a waiting list to join its
program but is unable to expand the program due to limited transportation opportunities. He asked
each entity to look at its current needs to evaluate whether a need exists to expand the program
4. Allen ISD/COA Joint Partnership Committee: Briefing Regarding Video Streaming.
Public Information Officer Katherine Poteet gave a presentation on the benefits of video streaming for
use on websites and an update on broadcasting meetings during the week. Assistant Superintendent
Ken Helvey stated that at this time the Allen ISD is unable to participate due to the costs.
President John Garcia announced a quorum of the AISD Board of Trustees at 6:32 p.m.
5. Allen ISD Build Out/Fiscal Impact.
Superintendent Jenny Preston updated Triad members on Allen ISD's build out of schools and the
fiscal impact on citizens. There will be a joint meeting of the Boards of Trustees of the Allen ISD and
Lovejoy ISD to discuss the fiscal impact of combining the school districts. A decision is expected by
January 2003 as to whether to ask voters for consolidation. She also discussed the challenges and
opportunities facing the District. Assistant Superintendent Steve West gave a presentation on the 2002
Bond Proposal. In the next 18 months a Bond Proposal will be presented to the voters to address
secondary education needs
6. Items of Interest.
• Approve TRIAD Meeting Dates for the Calendar Year of 2003.
7 Monday, January 6—City of Allen will host
Y Monday, April 7—Chamber of Commerce will host
Y Monday, September 29—Allen ISD will host
• The TRIAD was presented with results of the City of Allen Comprehensive Plan Survey
7. Adjourn.
Allen ISD Board of Trustees voted to adjourn the Triad Meeting at 715 p.m. on Thursday,
September 5, 2002. The motion Gamed.
The Allen City Council and the Chamber of Commerce Executive Committee voted to adjourn the
Triad Meeting at 7:33 p.m. on Thursday, September 5, 2002. The motion carried.
