Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:00 p.m. on Tuesday, April 8, 2003, in the Council Chambers of the Allen City
Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Items discussed in the preceding workshop
included:

1. Citizens' Comments.
2. Administer Oath -of -Office and Present Certificate -of -Appointment to Ms. D. Sue Berry, Newly

3. Recognition by the City Council and the Keep Allen Beautiful Board of Frank B. Reyes, 5th
Grader from Bolin Elementary, as the Local Poster Contest Winner of the National Arbor Day
El Poster Contest.

Telecommunicators' Week.
• Presentation of a Proclamation to Susie Perez, Representative for the Turning Point Rape Crisis
Center, Proclaiming April 2003 as Sexual Assault Awareness Month.
Consent Agenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Bartlemay, the Council voted six (6) for and none (0) opposed to approve and adopt the
consent agenda as follows:
Approve Minutes of the March 25, 2003, Regular Meeting.
Adopt an Ordinance Approving and Enacting Supplement No. 15 to the Code of Ordinances
for the City of Allen.
ORDINANCE NO. 2152-4-03: A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NUMBER 15 TO THE CODE
OF ORDINANCES, PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY
THE MAYOR AND ATTESTATION BY THE CITY SECRETARY, PROVIDING A REPEAL OF
CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL, PROVIDING A PENALTY
FOR SUCH VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE.
Adopt a Resolution Supporting a Comprehensive, Coordinated, Interagency Approach to
Freeway Incident Management.
RESOLUTION NO. 21534-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING A COMPREHENSIVE,
COORDINATED, INTERAGENCY APPROACH TO FREEWAY INCIDENT MANAGEMENT,
AND PROVIDING AN EFFECTIVE DATE.

8. Adopt a Resolution Approving New and Unlisted Uses including Birthing Center, Hospice, and
Congregate Residence in Various Zoning Districts and Adopting a Definition for "Birthing
Center."
RESOLUTION NO. 2154-4-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, FINDING THAT A BIRTHING CENTER, A HOSPICE,
AND A CONGREGATE RESIDENCE ARE NEW AND/OR UNLISTED USES; ESTABLISHING
A DEFINITION FOR BIRTHING CENTER; AND DECLARING THE APPROPRIATE ZONING
DISTRICTS FOR SUCH USES, DIRECTING THAT TABLE 4.20.3 SCHEDULE OF PRINCIPAL
USES AND TABLE 4.20.4 SCHEDULE OF PRINCIPAL USES IN CENTRAL BUSINESS
DISTRICT AND APPENDIX "A" BE AMENDED ACCORDINGLY, AND PROVIDING FOR AN
EFFECTIVE DATE.
9. Award Bid and Authorize Execution of an Annual Contract with Crafco Texas, Inc. for
Rubber Asphalt Crack and Joint Filler for Various Street Repair Projects.
Council authorized the City Manager to execute an annual contract with Crafco Texas, Inc. for
rubber asphalt crack and joint filler in the estimated annual expenditure of $25,000 with options to
renew for two one-year periods.
10. Authorize the Purchase of One Fairway Mower with Turf Groomer from Luber Brothers, Inc.
for the Parks and Recreation Department.
Council authorized the City Manager to purchase a Fairway Mower with Turf Groomer from Luber
Brothers, Inc. for an amount not to exceed $34,754.
it. Authorize the Purchase of In -Car Video Systems and Related Equipment for the Police
Department from the State of Texas Cooperative Purchasing Program's Authorized Vendor,
Mobile Vision, Inc.
Council authorized the City Manager to purchase in -car video systems and related equipment for the
Police Department from the State of Texas Cooperative Purchasing Program's authorized vendor,
Mobile Vision, Inc., for an amount not to exceed $26,700.
12. Accept Resignation from David Alexander, Place No. 4 of the Keep Allen Beautiful Board and
Declare a Vacancy.
13. Receive the Summary of Property Tax Collections as of February 2003.
The motion carried.

14. Consider an Appointment to Place No. 4 of the Keep Allen Beautiful Board.
No action was taken.
15. Consider an Appointment to the North Texas Municipal Water District Board for a Two -Year
Term Effective June 1, 2003, to May 31, 2005.
MOTION: Upon a motion made by Councilmember Bartlemay and a second by Mayor Pro Tem Fulk,
the Council voted six (6) for and none (0) opposed to reappoint Mr James Kerr to the North
Texas Municipal Water District Board as a representative for the City of Allen for a two-year
term effective June 1, 2003, through May 31, 2005. The motion carred.

Adjourn
MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember Stout,
the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 7:21 p.m. on Tuesday, April 8, 2003. The motion carried.
