Call to Order and Announce a Courant is Present
With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was
called to order by Mayor Terrell at 632 p.m, on Tuesday, May 6, 2003, in the Council Chambers of the Allen
City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas.

Consider All Matters Incident and Related to the General
and Special Election Held on May 3, 2003
Canvass of Election Returns.
City Secretary Shelley George reviewed for the City Council the election returns for the City Council
General and Special Election of Councilmember Place Nos. 1, 3 and 5. She distributed and reviewed
handout materials including early voting totals, election day totals, and the combined election day
She also reviewed voting statistics including the number of registered voters, 30,969, and 927 total
votes, which indicated a 2.99% voter turnout. The totals verified the following results:

Approve a Resolution Declaring the Results of the General Election.

RESOLUTION NO. 2160-5-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE RESULTS OF THE
GENERAL ELECTION OF THE CITY OF ALLEN HELD ON MAY 3, 2003, FOR CITY
COUNCILMEMBERS, AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Obermeyer and a second by Councilmember Bartlemay,
the Council voted six (6) for and none (0) opposed to approve Resolution No. 2160-5-03(R)
as previously captioned. The motion carried.
3. Adopt a Resolution Ordering a Runoff Election on May 31, 2003, and Authorizing Execution of
a Contract with the Elections Administrator of Collin County to Provide Election Services for
the May 31, 2003, Municipal Runoff Election or Adopt a Resolution Ordering a Runoff
Election on May 31, 2003, and Authorizing the City Secretary to Conduct the May 31, 2003,
Municipal Runoff Election. (if needed)
RESOLUTION NO. 2161-5-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A RUNOFF ELECTION TO BE HELD ON
MAY 3l, 2003, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBER FOR
PLACE NO. 3; DESIGNATING LOCATION OF POLLING PLACE; ORDERING NOTICES OF
ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH
ELECTION; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Bartlemay and a second by Councilmember McGregor,
the Council voted six (6) for and none (0) opposed to approve Resolution No. 2161-5-03(R)
as previously captioned. The motion carried.
4. Set Tuesday, June 3, 2003, as the Date for the Canvass of the Municipal Runoff Election. (if
needed)

MOTION: Upon a motion by Councilmember Stout and a second by Councilmember Obermeyer, the
Council voted six (6) for and none (0) opposed to set Tuesday, June 3, 2003, at 6:30 p.m., as
the canvass date for the Runoff Election in accordance with the Allen City Charter and the
Texas Election Code. The motion carried.
Other Business
5. Items of Interest.
The Mayor appointed Councilmember McGregor and Mayor Pro Tem Fulk to the City of Allen's
Quasi-judicial Boards and Commissions Nominating Committee, and Councilmembers Obermeyer
and Stout to the Advisory Boards and Commissions Nominating Committee
MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemay,
the Council voted six (6) for and none (0) opposed to adjourn the Special Called Meeting of
the Allen City Council at 6:42 p in on Tuesday, May 6, 2003. The motion carred.
These minutes approved on the 13th day of May, 2003.
