Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:03 p.m. on Tuesday, January 27, 2004, in the Council Chambers of the Allen City
Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas Items discussed in the preceding workshop
included:
• Introduction of Jim Brazeal, Allen Economic Development Chair
• Discussion Regarding the Proposed Interlocal Agreement, Articles of Incorporation, and Bylaws
for the Arts of Collin County Commission
• Updates Concerning Various Capital Improvement Projects (CIP)

1. Citizens' Comments.
Kevin Kerr, 1400 Suncreek Drive, Allen, Texas, spoke on behalf of Suncreek residents regarding the
construction of a ditch in Suncreek Park He requested the City pipe the water to the creek and cover
it rather than leaving it as an open ditch.

Bill Vanpetten, 1406 Suncreek, Allen, Texas, requested that the City also pipe and cover the existing
ditch in Suncreek Park.
2. Jim Brazeal, Chair of the Allen Economic Development Corporation, will Introduce Elizabeth
Morris, Chief Economist with Insight Research, who will Present the Cumulative Cost/Benefit
Impact of Projects of the Allen Economic Development Corporation.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
McGregor, the Council voted six (6) for and none (0) opposed to approve and adopt the
consent agenda as follows:
3. Approve Minutes of the January 13, 2004, Regular Meeting.
4. Adopt a Resolution Authorizing Execution of an Interlocal Agreement with Texas Local
Government Statewide Purchasing Cooperative in Order to Purchase Various Commodities.
RESOLUTION NO. 2258-1-04(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY. TEXAS, AUTHORIZING PARTICIPATION IN THE TEXAS
LOCAL GOVERNMENT STATEWIDE PURCHASING COOPERATIVE: AND PROVIDING FOR
AN EFFECTIVE DATE
5. Authorize Execution of a Contract with Checkpoint Systems, Inc. for the Purchase and
Installation, Training, and Maintenance of a Radio Frequency Identification (FIELD) Library
Materials Theft/Tracking System for an Amount not to exceed $209,882.40.
Council authorized the City Manager to execute a contract with Checkpoint Systems, Inc. for the
purchase and installation, training and maintenance of a Radio Frequency Identification (RFID)
Library Materials Theft/Tracking System for the City of Allen for an amount not to exceed
$209,882.40.
6. Authorize Execution of an Agreement with Vertical Sports Group LLC for Performing
Entertainment Services at the Allen USA Celebration 2004 for an Amount not to exceed
$51,500.
Council authorized the City Manager to enter into an agreement with Vertical Sports Group LLC, to
provide performing entertainment services at the Allen USA Celebration 2004 for an amount not to
exceed $51,500
7. Accept Resignation from Ms. Jeannie Haines and Declare a Vacancy in Place No. 4 of the Keep
Allen Beautiful Board.
8. Receive the Summary of Property Tax Collections as of December 2003.
9. Receive the CIP (Capital Improvement Program) Status Report.

The regular session recessed at 7:35 p.m
Executive Session
In accordance with the Texas Government Code, Legal, Section 551.071; Property, Section 551 072;
Personnel, Section 551.074; Staff Presentations, Section 551.075; the Allen City Council convened into
Executive Session at 7:54 p.m. on Tuesday, January 27, 2004, in the Council Conference Room, Allen Civic
Plaza, 305 Century Parkway, Allen, Texas, in order to continue discussing matters pertaining to:
• Property— Pursuant to Section 551.072 of the Texas Government Code — Purchase of Real Property
• Personnel — Pursuant to Section 551 074 of the Texas Government Code — Performance Review of
the City Manager
The Executive Session adjourned at 8:44 p in on Tuesday, January 27, 2004.
12. Reconvene and Consider Action on Items Discussed during Executive Session.
The Allen City Council reconvened into regular session at 8:44 p.m. on Tuesday, January 27, 2004,
in the Council Chambers of the Allen City Hall. No action was taken on items discussed during the
Executive Session
MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemav,
the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 8:45 p.m. on Tuesday, January 27, 2004 The motion carried.
