Call to Order and Announce a Quorum is Present.
With a quorum of the members present. the Triad Meeting was called to order by Mayor Pro Tem
Kenneth Fulk, President John Garcia and Chair Sheila McKinney at 6 13 p.m, on Monday, February
2, 2004, in the Training Room at the Ronald E. Gentry Training Facilities of the Central Fire Station
located at 310 Century Parkway, Allen, Texas.
Update Regarding the Arts of Collin County Project and the School Districts' Use of the
Facilities.
Steve Matthews provided an update on the Arts of Collin County Project. He discussed the role of arts
groups and the school districts' use of the facilities.
Tax Increment Financing (TIF) Program, Implications, and Benefits (Blue Star Arena
Discussion).
Kevin Hammeke discussed an example model of a TIF Program for the entities

1 4. Presentation Regarding Build Out Projections and Plans for Neighborhood Revitalization.
David Hoover provided an overview of projects currently going through the planning process. He
discussed build out projects for the City of Allen providing an estimate of residential build out by 2010.
The City of Allen qualifies for the Community Development Block Grant (CDBG) now that its
population has exceeded 50,000. Plans are being developed to use funding from CDBG to begin a
Neighborhood Revitalization Plan.
5. Update on School Finances.
Jenny Preston presented an overview of the changing demographics of the District's population from
1994 — 2004. She discussed the status of Texas school finances and the impact on the Allen
Independent School District
6. Information Regarding New Collin County Voting Precincts.
Shelley George provided a copy of the Collin County Voting Precincts map to the Triad members.
7. Items of Interest.
• Next Triad Meeting/Monday, October 4 —Chamber of Commerce will host
Adjourn
The Allen City Council, Allen ISD Board of Trustees and the Chamber of Commerce Executive
Committee voted to adjourn the Triad Meeting at 7:55 p.m. on Monday. February 2. 2004. The motion
carried.
