111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN; COLLIN
COUNTY,TEXAS,REGARDING THE 2018 BOND PROGRAM ELECTION CALLED
BY THE COLLIN COUNTY COMMISSIONERS COURT TO BE HELD ON
NOVEMBER 6,2018; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Allen City Council is aware of the planning effort put in place by the Collin County
Commissioners Court, whose purpose is to review the capital needs of the County; and,
WHEREAS, the 2018 Collin County Bond Program for transportation provides for critical transportation
projects in anticipation of the projected population growth in Collin County,with the goal to fund construction
of limited access roadways,principal arterials connections,and partnerships with cities on critical thoroughfares
on the County Thoroughfare Plan; and
WHEREAS,the 2018 Collin County Bond Program for open space development provides for the preservation
of key natural resources and additional parks and open space in cities through partnerships with cities; and
WHEREAS, the Collin County Commissioner's Court has weighed the matter, heard from local elected
officials, and called the election at their meeting on August 20, 2018; and,
WHEREAS,the last Collin County Bond Election was in 2007,and included an allocation of funding to partner
with the City of Allen on essential transportation improvements and open space improvements within our
community; and,
WHEREAS,over the past 11 years, Allen taxpayers have benefited greatly from this leveraging of tax dollars
by partnering with Collin County on essential projects such as:
Transportation Projects:
Chaparral Road and Cottonwood Creek Bridge, from Persimmon Court to Brook Ridge Avenue;
Ridgeview Drive,from Custer Road to Chelsea Boulevard;
Exchange Parkway, from Allen Heights to Alma Drive;
Bethany Drive, from Allen Heights Drive to Angel Parkway;
Watters Road, from Bossy Boots Drive to Ridgeview Drive;
Stacy Road,from Greenville Avenue to FM 1378; and,
Various community arterial roadway intersection improvements.
Open Space Projects:
Regional Art Park N(ACC)
Design of Molsen Farm
Design of Cottonwood Creek Trail
Cumberland Crossing Phase V
Construction of Cottonwood Creek Trail
Molsen Farm Acquisition
Watters Branch Community Park(aka Spirit Park)
Montgomery Ridge Trails
Bridge and Trail/Park at ASRC
WHEREAS, the Collin County Commissioners Court has stated that the 2018 Collin County Bond Program,
if passed by voters, would not increase Collin County's debt tax rate for property owners.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY,TEXAS,THAT:
SECTION 1. The Allen City Council encourages our citizens to consider all three bond propositions relating
to transportation,and open space because they will benefit both the City of Allen and Collin County and ensure
that our quality of life will be maintained during this period of rapid growth and development.
SECTION 2. This Resolution shall take effect from and after its passage.
