With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Pro Tem Fulk at 6:13 p.m. on Tuesday, Jul), 26, 2005, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included:
Discussion Regarding an Appointment or Reappointment of an At -Large Representative to the Arts
of Collin County Commission (ACC) Board of Directors.
Discussion in Regards to Amending the Allen Land Development Code (ALDC) Concerning the
Central Business District (CBD).
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:03 p.m, on
Tuesday, July 26, 2005
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:05 p.m. on Tuesday, Julv 26, 2005, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

1. Citizens' Comments.

Council recognized a Boy Scout from Troop No. 306 in attendance as part of the requirement for
earning his citizenship and community merit badges.
2. Recognize "Waste Works" Award Winners from Allen Independent School District Parent
Teacher Associations (PTA).
Five schools were recognized for their environmental vision and motivation to take action to improve
their environment — Vaughan Elementary School, Marion Elementary School, Boyd Elementary
School, Story Elementary School, Ereckson Middle School and the AND Food Services staff.
3. Present Keep Allen Beautiful Awards to Keep Texas Beautiful Individual Award Winners.
Ed Davis Litter Law Enforcement Award was presented to Lonnie Simmons;
Sadie Ray Graff Award was presented to Vaughan Elementary School Environmental Club;
Media Award was presented to Teresa Warren for ACTV-15; and
Governor's Community Achievement Award of Excellence, Gold Star Affiliate Award, and
Governor's Community Achievement Award — Third Place were presented to the Keep Allen
Beautiful Board.
4. Recognition of the City of Allen Finance Department as the recipient of the Distinguished
Budget Presentation Award by the Government Finance Officers Association of the United
States and Canada.
Recognition of the Purchasing Division for achieving the status as a Fully Certified Agency for
2005 by the Universal Public Purchasing Certification Council (UPPCC).
MOTION: Upon a motion made by Councilmember Obenneyer and a second by Councilmember Stout,
the Council voted seven (7) for and none (0) opposed to approve and adopt the consent
agenda as follows:
6. Approve Minutes of the July 12, 2005, Regular Meeting.
7. Adopt an Ordinance Amending the Allen Land Development Code related to Planned
Development Districts, Open Storage Uses, Landscaping and Sign Regulations, and Subdivision
Regulations Related to Single -loaded Streets and Corner Clips at Streets and Alleys.
ORDINANCE NO. 2425-7-05: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT
CODE, BY AMENDING ARTICLE IV ZONING REGULATIONS, SECTION 4.08.17 "PD"
PLANNED DEVELOPMENT DISTRICT, SECTION 4.20 .2 SCHEDULE OF PRINCIPAL USES,

Adopt a Resolution Supporting the Homeward Bound Task Force
RESOLUTION NO. 2426-7-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING AND ADOPTING THE PLAN TO END
CHRONIC HOMELESSNESS IN COLLIN COUNTY; AND PROVIDING AN EFFECTIVE DATE.
Adopt a Resolution and Authorize Procedures for Electronic Bids, Electronic Proposals and
Reverse Auctions by the City of Allen Purchasing Division.
RESOLUTION NO. 2427-7-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING PROCEDURES FOR ELECTRONIC BIDS OR
PROPOSALS AND REVERSE AUCTIONS, AND PROVIDING FOR AN EFFECTIVE DATE.
10. Adopt a Resolution Approving an Amended Policy for the Investment of Municipal Funds.
RESOLUTION NO. 2428-7-05(Rl: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDED POLICY FOR THE
INVESTMENT OF MUNICIPAL FUNDS, AND PROVIDING AN EFFECTIVE DATE.
11. Approve a Facilities Agreement with Hillwood Development for Twin Creeks 6B and the Twin
Creeks Estates 36 -inch Transmission Line.
Council authorized the City Manager to execute the agreement.
12. Award Bid and Authorize Execution of an Annual Contract with Helena Chemical Company
for the Purchase, Delivery and Application of Fertilizer at Chase Oaks Golf Course with Four
One-year Options to Renew.
Council authorized the City Manager to execute the contract
13. Receive the Proposed Fiscal Year 2005-2006 City Budget and the Proposed 2006-2010 Capital
Improvement Program.
14. Set August 23, 2005, as the First Public Hearing Date and September 13, 2005, as the Second
Public Hearing Date Regarding the Fiscal Year 2005-2006 City Budget.
15. Set August 23, 2005, as the First Public Hearing Date and September 13, 2005, as the Second
Public Hearing Date Regarding the Fiscal Year 2005-2006 City Tax Rate.
16. Receive Quarterly Investment Report for the Period Ending June 30, 2005.
17. Receive Quarterly Financial Report for the Period Ending June 30, 2005.

18. Receive the CIP (Capital Improvement Program) Status Report.
The motion carried.

19. Conduct a Public Hearing and Adopt an Ordinance Amending the Allen Land Development
Code with Regards to the Central Business District.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the
request to do so. No one came forward to speak
MOTION: Upon a motion made by Councilmember Bardemay and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none opposed to continue the public hearing
to the August 9, 2005, Regular Meeting. The motion carried.

Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember McGregor,
the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the
Allen City Council at 7:25 p.m. on Tuesday, July 26, 2005. The motion carried.
