Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:06 p in. on Tuesday, April 11, 2006, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included.
• Introduction of Jo Long, Chair of the Library Board
• Discussion of Land Uses along State Highway 121 and US 75.
• Discussion of the North Texas Municipal Water District (NTMWD) Waiver Request from City of
Allen Tree Ordinance
• Update on the Reorganization of the Allen Sports Association
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m. on
Tuesday, April 11, 2006.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p.m, on Tuesday, April 11, 2006, in the Council Chambers of the Allen City

iPresentation of the Colors and Pledge of Allegiance was led by Venture Crew 5252 from the First United
Methodist Church of Allen, Texas.
Public Recognition
Mayor Terrell moved down the agenda to Item 2.
2. Presentation of Blue Star Flags to the Families of Allen Service Personnel Currently Deployed
by the U.S. Armed Forces.
Blue Star Flag was presented to the following family member:
• Julie Spurlock, mother of Staff Sergeant Christopher Spurlock with the United States Marine
Corp. SS Spurlock deployed for his second tour of duty on September 11, 2004 to Iraq He is an
EOD Tech and during his first tour of duty was awarded a Navy Commendation Medal Under
Combat.
3. Presentation of Proclamations by the Office of the Mayor:
• Presentation of a Proclamation to Erin O'Hara, Community Education Coordinator from Turning
Point, a 24-hour Intervention Resource for Victims of Sexual Assault, Proclaiming April as
Sexual Assault Awareness Mouth.
• Presentation of a Proclamation to Cheryl Quillan, Police Sergeant and other Representatives of
the Police Department, Proclaiming April 9-15, 2006, as Telecommunicator's Week
4. Administer Oaths -of -Office and Present Certificates -of -Appointment to Newly Appointed
Members of the Board of Adjustment, Building and Standards Commission and Sign Control
Board, and Keep Allen Beautiful Board.

Lori Welborn was unable to attend the Council meeting and will receive the Oath -of -Office and her
Certificate -of -Appointment at the next Keep Allen Beautiful meeting.
5. Recognition of the Allen Public Library as Recipient of the 2005 Achievement of Excellence in
Libraries Award from the Texas Municipal Library Directors Association.
6. Library Board's Annual Report to the City Council.
1. Citizens' Comments.
Members of Venture Crew 5252 were in attendance as part of the requirement for the citizenship and
community merit badge.

Jack Lagos, 3120 Oxford Court, Plano, Texas, spoke regarding the Arts of Collin County
Commission, Inc 2004-05 Audit.
Autumn Shockley from Lucas, a CCCCD government student, asked to meet with a Councilmember
after the meeting.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
McGregor, the Council voted seven (7) for and none (0) opposed to approve and adopt the
consent agenda as follows:
7. Approve Minutes of the March 28, 2006, Regular Meeting.
8. Approve Minutes of the April 3, 2006, TRIAD Meeting.
9. Adopt a Resolution Authorizing Execution of a Participation Agreement in the Atmos Gas
Standing Steering Committee.
RESOLUTION NO. 2508-4-06(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE EXECUTION OF T14E GAS
STANDING STEERING COMMITTEE PARTICIPATION AGREEMENT, AND PROVIDING
FOR AN EFFECTIVE DATE.
10. Adopt a Resolution Supporting Application to the Texas Department of Housing and
Community Affairs for HOME Grant Funds.
RESOLUTION NO. 2509-4-06(R): A RESOLUTION THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE SUBMITTAL OF AN APPLICATION
TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR A GRANT
THROUGH THE HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM; AUTHORIZING
THE CITY MANAGER, OR DESGINEE, TO EXECUTE ALL DOCUMENTS NECESSARY TO
COMPLETE THE APPLICATION; AND PROVIDING AN EFFECTIVE DATE.
it. Adopt a Resolution Accepting the Use of Force Judgment Simulator Grant from the State of
Texas, Office of the Governor, Criminal Justice Division, if Awarded.
RESOLUTION NO. 2510-4-0011): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, TO ACCEPT A GRANT FROM THE STATE OF
TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION PROVIDING
FUNDING FOR A USE OF FORCE JUDGEMENT SIMULATOR, IF AWARDED; AND
PROVIDING AN EFFECTIVE DATE
12. Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Cooperation
1 Agreement with the Lovejoy ISD to Provide Environmental Health Inspection Services to All
Public School Facilities Within the Lovejoy Independent School District in the City of Lucas.

13. Adopt an Ordinance Abandoning a Street Right -of -Way being a Portion of Malone Road
Located Adjacent to the Morgan Crossing Subdivision.
ORDINANCE NO. 2512-4-06: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ABANDONING ALL RIGHT, TITLE AND INTEREST OF A
PORTION OF MALONE ROAD, AND BEING MORE PARTICULARLY DESCRBED IN EXHIBIT
"A" AND DEPICTED IN EXHIBIT 'B" ATTACHED HERETO; PROVIDING FOR THE
FURNISHING OF A CERTIFIED COPY OF THIS ORDINANCE FOR RECORDING IN THE REAL
PROPERTY RECORDS OF COLLIN COUNTY, TEXAS, AS A QUITCLAIM DEED; PROVIDING
FOR THE INDEMNIFICATION OF THE CITY OF ALLEN, TEXAS, AGAINST DAMAGES
ARISING OUT OF THE ABANDONMENT, AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY DOCUMENTS NECESSARY TO COMPLETE ABANDONMENT; AND
PROVIDING FOR AN EFFECTIVE DATE.
14. Authorize the City Manager to Execute a Contract with Estrada Concrete, L.P. for Sidewalk
Replacement in the Hillside Village and Windridge Neighborhoods for an Amount of $52,435.
15. Approve a Purchase and Sale Agreement with the Allen Economic Development Corporation
(AEDC) for the Sale of 1.449 Acres of City -owned Land Located on the West Side of Alma
Drive between Ridgeview Drive and SH 121, with the AEDC Acting as an Independent
Foundation for the City for the Resale of Such Land to DBSI, Discovery Real Estate Services,
LLC.
Council authorized the City Manager to execute the documents.
16. Reappointment of Joe Farmer to the North Texas Municipal Water District Board.
The motion carried.
17. Conduct a Public Hearing and Amend PD Planned Development No. 54, Tract 32E for GO
Garden Office, to Amend the Concept Plan for a Proposed Office Development, to Allow
Additional Monument Signage and to Amend the Required Front Yard Setback from 100 Feet
to 25 Feet. The Property is 6.0456± Acres of Land Located Northeast of McDermott Drive and
Lakeway Drive. Note: The Public Hearing will be continued to the April 25, 2006, City Council
Meeting to allow the Planning and Zoning Commission time to jrnalize the item
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the
request to do so at this time.

MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember Stout,
the Council voted seven (7) for and none (0) opposed to continue the public hearing to the
April 25, 2006. Council meeting. The motion carried

• April 13 — Kickoff Meeting for Capital Improvements Program Committees
• April 27 —Capital Improvements Program Subcommittee Meetings
19. Items of Interest.
Councilmember McGregor announced that a Police vs. Fire Softball Game will be held on May 13ih
at Ford Park to benefit the Allen Public Safety Recovery Fund.
Councilmember Pacheco announced Sunrise Rotary Club meets every Wednesday at 7 a.m, and will
hold a candidate forum for City and School Candidates on April 12`t
1 20. Reconvene and Consider Action on Items Discussed during Executive Session.
The Executive Session was not held

the Council voted seven (7) for and none (0) opposed to adjourn the Regular Session of the
Allen City Council at 7:39 p.m. on Tuesday, April 11, 2006. The motion carried
