Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:09 p in on Tuesday, October 10, 2006, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas Items discussed in the workshop included
• Update Regarding the Drought and 'Take or Pay' Water Contracting
• Discussion Regarding City Council Appointments to Regional Boards and Commissions as
Established by Section 1.3 of the City Council Rules of Order and Procedure
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:05 p.m. on
Tuesday, October 10, 2006.

order by Mayor Terrell at 7:09 p.m. on Tuesday, October 10, 2006, in the Council Chambers of the Allen City

Consent Aeenda
MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember Stout,
Council voted six (6) for and none (0) opposed to adopt the consent agenda as follows.
4. Approve Minutes of the September 19, 2006, Special Called Joint Meeting of the City Council
and the Allen Economic Development Corporation.
5. Approve Minutes of the September 26, 2006, Regular Meeting.
6. Motion to Cancel the December 26, 2006, City Council Meeting.
7. Adopt an Ordinance Increasing the Public, Education, and Government (PEG) Access Channel
Support Charge from $0.35 to $0.50.
ORDINANCE NO. 2567-10-06: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, INCREASING THE PUBLIC, EDUCATION, AND
GOVERNMENT ACCESS CHANNEL SUPPORT CHARGE; AUTHORIZING A SEPARATE
PASS-THROUGH FEE TO REFLECT THE PUBLIC, EDUCATION, AND GOVERNMENT
ACCESS CHANNEL SUPPORT CHARGE: PROVIDING FOR A SEVERABILITY CLAUSE;
PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
8. Adopt a Resolution Approving a Development Agreement with the Town of Fairview and the
Creekwood United Methodist Church to Provide Water and Sewer Services to the Creekwood
United Methodist Church.

RESOLUTION NO. 2568-10-06(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A
DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS,
CREEKWOOD UNITED METHODIST CHURCH AND THE TOWN OF FAIRVIEW, TEXAS,
AUTHORIZING THE ESTABLISHMENT OF WATER AND SEWER SERVICES, AUTHORIZING
ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING AN EFFECTIVE
DATE.
9. Authorize Execution of an Agreement with the Arts of Collin County Commission, Inc. to
Provide Office Space and Various Administrative Support Services for the 2006-2007 Fiscal
Year for an Amount of $62,840.
10. Authorize Execution of a Real Estate Sales Contract for the Acquisition of the Property at 1015
Cambridge Drive for the Establishment of a Neighborhood Park for a Total of $35,000 plus
Closing Costs.
11. Award Bid and Authorize Execution of a Contract with Archer -Western Contractors, Inc. for
the Expansion of the Existing Custer Road Pump Station for an Amount of $2,978,000.
The motion carried.

12. Motion to Designate Members of the Allen City Council to Serve as Voting Representatives or
Liaisons to Various Regional Boards and Commissions.
MOTION: Upon a motion made by Councdmember McGregor and a second by Councilmember
Caplinger, the Council voted six (6) for and none (0) opposed to designate Stephen Terrell as
the City of Allen's voting representative to the North Central Texas Council of
Governments' General Assembly and Mark Pacheco as the City of Allen's voting
representative to the Dallas Regional Mobility Coalition. The motion carried.

14. Items of Interest
The Allen Citizens' Police Academy Alumni Association is holding a fundraiser to help an officer
who is off on medical leave.
The Allen Kiwanis is holding its annual golf tournament this Thursday at Twin Creeks Golf Course.

the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7,40 p m on Tuesday, October 10, 2006 The motion carried
